Project Description

The USAID/Nicaragua Technical Vocational Education and Training Strengthening for At-Risk Youth Program (TVET SAY) is a four-year activity that targets TVET institutions serving at-risk youth populations and prepare them for government certified technical degrees, formal employment, and self-employment in support of community product and service needs. To equip youth target populations with the needed workforce readiness skills, TVET SAY will work with a range of actors including private TVET centers, private sector employers, private sector representative groups, youth or workforce groups, INATEC and other government agencies.
Position Summary

Perform a broad range of security duties, including timely security information gathering, oversight of staff and office physical security, and assistance in information security matters. Will coordinate closely with Creative HQ Security team.

Reporting & Supervision

The Security Officer will report to the Director of Finance and Administration.

Primary Responsibilities
Provide security oversight, support, and assistance to all TVET-SAY work locations;
Work closely with the Chief of Party (COP) on all in-country security matters in a proactive manner, including the identification of gaps in security posture and follow-up to address those gaps;
Maintain a detailed knowledge of the national and regional security and operating environments, the changing security dynamics and trends, and how that may affect project operations and implementation;
Make recommendations to COPs and the HQ Security Director on improvements and adaptations for project security and operational postures and protocols, to allow projects to remain safe and operationally effective in a changing security environment;
Conduct regular travel to project locations in the regions to assess the on-the-ground security environments in order to maintain an up-to-date awareness of conditions and ensure Creative protocols and operational support are robust enough for the safety and security of the staff;
Develop, maintain and monitor Creative corporate security policies;
Ensure timely passage of information between projects & HQ on security issues;
Act as the Creative focal point in the event of larger scale general emergencies;
Fully understand and comprehend the original project RMC & security provider contracts and any follow on amendments; and
Perform other related duties as assigned.

Required Skills & Qualifications
Bachelor’s Degree or equivalent;
Demonstrated 5-7 years of overall security management experience;
Strong computer skills;
Good oral and written communication skills as well as excellent interpersonal skills;
Pro-active, persuasive and ability to handle pressure and work under stress;
Demonstrated ability to asses and control high risk security environments; and
Fluency in English.
