Danish Refugee Council is looking for a highly qualified Safety Advisor to provide safety and security support and analysis to a large operation in a volatile and complex operating environment.

Who are we?

Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displace people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance.

DRC is one of the largest INGOs in CAR, working out of 3 Field offices in the North, 3 sub offices and the capital office (Bangui) and a complex funding portfolio. The program strategy for 2015 covers the sectors of Protection, Livelihoods, Legal aid and Emergency Education, IDP profiling and protection monitoring as well as Food Security, Early Recovery and small scale infrastructure including WASH. Interventions take place in four Prefectures: Ouham, Ouham Pendé, Bangui and Bamingui-Bangoran.

About the job

You will be responsible for the development and implementation of the DRC Safety Risk Management System (SRMS), in close cooperation with Senior Management and Safety Focal Points. The position will report directly to the Country Director and will coordinate with DRC’s Global Safety Advisor.

Duties and Responsibilities

Pursuant to Chapters 19 & 20 in the DRC Operational Handbook, the SA will:

Manage safety related information and provide regular analysis and reporting through situation reports and advisories

Assist in the development of contextualized risk management policies, protocols and procedures

Facilitate programme access and continuity through the provision of informed advice

Facilitate Risk Assessments (RAs) and support the implementation of mitigation measures

Manage the Safety Level System (SLS) for the programme and ensuring they submit accurate and timely SLS assessments

Maintain relevant safety documentation, data and records (training register, incident tracking, etc.)

Develop, support and facilitate/deliver safety-related training

Recruit and train a national Safety Advisor in CAR

Coordinate the Crisis Management Team (CMT), and support programme Incident Management Teams (IMTs)

Carry out quality control and compliance audits of safety-related policies, protocols, procedures and regulations, including MOSS audits

Represent DRC at inter-agency security fora

Act as the focal point for the procurement of safety-related equipment, facilities and other resources

Conduct assessment missions to other programmes as directed by the Global Safety Adviser

Any other duties as directed by the Country Director who has the lead on Safety for DRC in CAR

About you
To be successful in this role you must have:
At least 3 years’ experience working with NGOs and/or international agencies on similar duties
Prior international deployment experience with INGOs and/or international agencies
INGO Security Management Experience with a proven ability to develop and implement effective and contextualized protocols and systems
Proven experience with delivering safety-related training
Proven ability to prioritize tasks and meet deadlines
Proven ability to work effectively with minimal supervision
Stable and robust character, team-player with a good sense of humour
Previous experience as a trainer/instructor/teacher
Excellent communication skills
University or higher degree in relevant discipline
Fluency in written and spoken French and English

We offer

DRC will offer the successful applicant a 1 year contract, renewable dependent on both funding and performance. You must be willing and able to work in Bangui, CAR. The start date will be 15 November 2015 or as soon as possible after that date.
