Context
The Staff Security Unit (SSU) is responsible for providing leadership on safety/security policy management and Mission operational support to enable the safest and most effective implementation of IOM programs and activities.

Under the daily operational and administrative supervision of the Regional Director of the IOM Middle East North Africa (MENA) Regional Office, Cairo and the direct technical and functional supervision of the Global Head of SSU Geneva, the Regional Field Security Officer (RFSO) is responsible for actively assisting IOM Egypt and the IOM Missions in the Middle East North Africa Region on all aspects of staff safety and security management. The RFSO will implement appropriate safety and security management procedures that will

effectively address issues surrounding staff safety, security and the protection of IOM assets. The successful candidate will, in coordination with the IOM MENA Regional Director, Cairo and the Global Head of SSU, Geneva, provide technical assistance and be accountable and responsible, for security and safety matters related directly or indirectly to IOM personnel and property in the IOM missions that are located within the Regional Area of Operations and that fall under the influence of the IOM MENA Regional Director.S/he will assist and provide technical advice in the development, recommendation and implementation of the required and appropriate country specific and regional safety and security procedures related to the protection of IOM staff, its assets and program operations. Specifically, s/he will assist in establishing and maintaining an appropriate level of security awareness throughout the missions within the region and all the associated programmes.

The RFSO should have experience working in hardship duty stations and having previous training in hostage incident management scenarios would be an advantage.

S/he will also be expected to prepare mission-specific training activities, to ensure that security training is carried out professionally and within IOM and UNDSS training standards.

The selected RFSO will be expected to undertake extended deployments when and where necessary to assist when required all IOM missions and offices that are located within the Regional Area of Operations and that fall under the supervision of the Regional Director.

The RFSO will also be the coordinating officer for the collection of all IOM MENA Business Continuity Plans (BCP) and will make the necessary arrangements to randomly test the functionality of the BCP`s.

Core Functions / Responsibilities
Establish and maintain effective working exchanges and relationships with security officials of other international organizations, regional government counterparts and partner security services, all the regions United Nations Department of Safety and Security (UNDSS) offices and all appropriate security focal points, in order to ensure up to date security-related information that is beneficial to the regional overview and country specific missions and offices is obtained.
In particular, develop and maintain a close working relationship with all UN Department of Safety and Security (UNDSS) country mission chief / security advisors while acquiring an in-depth and comprehensive working knowledge of the IOM/UNDSS Memorandum of Understanding (MOU) related to various security protocols stipulated in the existing MOU as well as attend all Security Management Team (SMT) meetings in country.
Maintain an overview and ensure adherence by all IOM staff members to the UNDSS Travel Request Information Process (TRIP), the Movement of Personnel (MOP) procedures and the UN security clearance policy. Also ensure all IOM staff members have a working knowledge of the UN Minimum Operating Security Standards (MOSS), Minimum Operating Residential Security Standards (MORSS), Mission Security Risk Assessments (SRAs) and the UNDSS Field Security Handbook - that includes an understanding of various UNDSS evacuation/emergency and security plans.
Provide advice, technical support and assistance to the IOM Regional Director (RD) of the MENA Region and, when required, to the Chiefs of Missions (COM) and Heads of Office in the regions area of responsibility in order to maintain their accountability and responsibilities as set-out in the UN 'Framework of Accountability' document, regarding safety/security matters that will impact IOM's operations and programs. He/she will provide relevant technical and strategic analysis on potential threats/risks to staff/programs and ensure that appropriate safety/security information is disseminated to the relevant IOM local security professionals and all mission/program managers and their staff.
Acquire comprehensive operational understanding of IOM programs in the region and provide advice, including Security Risk assessments in areas where IOM works or is planning to work with its teams.
Oversee the performance of all local security professionals/assistants or designated Security Focal Points (SFP) based in the MENA Regional country offices and ensure that the appropriate level of staff safety and security is being delivered and supported.
In consultation with IOM missions appoint security professionals and country specific security focal points , inform the RD, Chiefs of Mission, Heads of Offices, Heads of Sub-offices, Programme Managers and Project Managers on all safety/security management issues and mitigation measures for the safe implementation of programs, and the protection of IOM staff and assets.
In collaboration with SSU's Operations Centre, the MENA Regional local security assistant, the regional UNDSS offices, and in coordination with the Global Head of SSU, conduct security assessments and evaluations, monitor all security threats/trends that will enable a comprehensive threat/risk analyses to be undertaken and a written report provided.
In conjunction with IOM country specific security professionals, offer the appropriate assistance, recommendations, and input, into the design and implementation of IOM specific mission evacuation procedures, emergency security policy, IOM security- related strategies, mission-specific security Standard Operation Procedures (SOPs) and Business Continuity Plans. Establish a concrete course of action for their implementation.
If required, and in the absence of a UNDSS presence in countries where IOM has operations, support the IOM/UN Mission in that country by assisting with the design of; emergency/evacuation plans; security-related strategies; emergency response plans, and establish a concrete course of action for their implementation. Although these plans may be considered IOM-specific, every effort should be made to follow UNDSS emergency/standard operating procedures.
Work closely with the RD, COMs, HoO`s, IOM country specific security professionals and SFP within the area of responsibility and other colleagues to jointly implement planned training activities, as required.
Prepare mission-specific training activities, seminars, briefings, coordinate staff participation, and manage administrative, logistic and budgetary issues (if necessary) to ensure that security training is carried out professionally and within IOM and UNDSS training standards.
In conjunction with the respective IOM country specific security professionals and country SFP, closely monitor and report on staff deployment numbers (staff ceilings) established for the mission/s by the UN Designated Official (DO) during emergencies, in coordination with the Security Management Team (SMT) and UNDSS, in efforts to ensure that security clearance procedures are applied fairly, vis- à-vis all of the agencies working under the UNDSS Security Management System.
Conduct and develop Rapid Risk/Threat Assessments (RRTA) during emergency operations, directly related to the immediate deployment of staff and assets; addressing all aspects of personal safety and security (nature of the natural/manmade disaster, armed conflict, health issues and environment hardship factors). These assessments will include an awareness of potential medical health/welfare risks and if identified, reporting to and collaboration with IOM's Occupational Health Unit (OHU) will be required. To the extent possible and prior to the actual emergency being declared, pro-active threat assessments, analysis and recommendations should be carried out/offered as part of the overall emergency planning processes.
Conduct regular reviews of existing IOM / UN security documents for IOM premises, compounds and field offices within the region, with the aim of ensuring that they are functional and are updated.
Support Missions during the project development process utilizing the UNSMS Security Risk Management methodology by providing security analysis, operating procedures and other related support.
When on mission within the MENA Region, in coordination with the Chief of Mission/Head of Office attend, as an observer the UN Security Management Team meetings and advise the MENA Regional Director of salient security issues raised in those forums.
When on mission within the Area, in coordination with the Chief of Mission/Head of Office and if deemed necessary or required, and in cooperation with relevant security partners, test the functionally and implementation of IOM-specific emergency communications systems and evacuation plans, to ensure they are functional, effective and address the mission/program requirements
Report security matters that have a direct impact on the regional operations of IOM, immediately to the RD of the MENA Region and to the Global Head of Staff Security Unit Geneva.
In coordination with the RD of the MENA Region and SSU Head of Security at HQ Geneva, Investigate security breaches/incidents in the region, working closely with local authorities in efforts to ensure IOM staff, its assets and interests are protected and appropriate and corrective measure taken.

Required Qualifications and Experience
Education
Master's degree in Security Management/Social Sciences, Law, Disaster

Management, International Studies, Communications or a related field from an accredited academic institution with eight years of relevant professional experience; or
University degree in the above fields with ten years of relevant professional experience.

Experience
Experience in security management, military experience, law enforcement, Disaster Risk Management preferably at an international level;
Previous experience in UN Missions, International Peacekeeping or Emergency Missions;
Experience in planning and execution of security agencies or organizations highly desirable;
Previous Hostage Incident Management (HIM) Training and Safe and Secure Approaches in Field Environments (SSAFE) Training of Trainers (ToT) would be an advantage;
Previous experience in dealing with law enforcement agencies is an advantage;
Proven ability to collaborate with senior military and government counterparts.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.
