NGO Security & Safety Deputy Director , Syria

We are now seeking a motivated individual to join our team as a Deputy Director.

The Deputy Director supports and assist the Director in all aspects of program delivery and operations and will combine a strong formal NGO security & safety background with advanced writing, editing and analytical skills. He/she will also possess a solid understanding of humanitarian principles, a good foundation in the Syrian context and the ability to work in a high tempo and provide leadership a tight knit team.

The Deputy Director will focus on enforcing organisational compliance (internal & external) including recruitment/training of new staff, quality check of service delivery, data management review, and supports the Director in the broader strategic development of the program.

On a delegation of authority basis, the Deputy Director independently oversees all operational components, including the regional teams, the operational team and the training components.

The successful candidate will have proven experience in NGO safety and security, will be inquisitive, outgoing and detail oriented. He/she will have the ability to analyse complex security issues and contexts, and adhere to an excellent standard of English both verbally and in writing, and above all else share INSO’s commitment to humanitarian principles.

The Deputy Director position is being offered on a 1-year renewable term.

Ideal starting date would be end of November 2015.

Key Areas of Responsibility:
Compliance monitoring of all INSO mandated services including 24/7 flash reporting, safety meetings, analytical reports, training, orientations, crisis assistance, site security reviews and other demand based services.
Management of the INSO regional and operations teams, including recruitment, training, orientation and on-the-job mentoring of regional and operations team members.
The development and implementation of locally specific internal security management policy, SOP and guidelines.
Leadership and representation of the program during director’s absence in the country.The Deputy Director will assist the Director in:
Development of annual strategy to include programming priorities, proposals, reports, budget management, forecasts and maintaining contractual compliance in all areas at all times.
Application of INSO global policy in both administrative and operational areas including HR, Finance, Logistics, Security etc.
Representation and liaison for INSO towards all third parties such as NGOs, UN, Government, Embassies, Media or any other actor.
Intellectual contribution to INSO’s organizational development and on-going improvement of internal operational protocols and services.

Mandatory Requirements:
Fluency in English, written and spoken.Demonstrable and significant operational NGO security experience.
Demonstrable understanding of humanitarian safety practices & principles and their application.
Commitment to humanitarian principles and values.
Graduate level education in a relevant field or equivalent work experience.
Minimum 3 years spent in insecure/conflict-affected environments with progressive seniority and at least one year at senior management level.
Proven writing, editing and analytical skills and keen eye for detail - the position entails a lot of report editing and reviews.
Mature leadership and staff management experience in a diverse multi-cultural setting.
Outgoing and proactive personality.

Preferred Characteristics:
A (recent) one year experience on working on Syria - ideally in an NGO safety role or equivalent - and demonstrable understanding of the security dynamics.
Prior experience in an inter-agency role
Employment history that reflects experience in both security and civilian fields.
Experience in staff capacity development and training.
Experience with NGO security and project management incl. donor relations
Existing information networks and/or local language skills
