NCA is rendering a humanitarian and development programme to people in the Middle East and is currently responding to the crises in Syria and Northern Iraq with humanitarian assistance to war affected populations, primarily within the Water, Sanitation and Hygiene (‘WASH’) sector. NCA is now seeking an experienced Logistics, Safety and Security Advisor to work with the humanitarian programme in Northern Iraq and the NCA office based in Dohuk. The Advisor will be responsible for managing all logistical processes in the region and to inform and advise senior management on relevant safety and security related developments and issues. The Advisor is also responsible for ensuring that appropriate systems and procedures are in place to maximize the safety and security of all NCA staff and that these are adhered to at all times. The Advisor will report to the Team Leader in Dohuk. This is a 12 month contract with a December 01, 2015 start date. The position will be based in Dohuk which is currently at a medium security risk status, but there may be programmes that are close to high risk frontline areas.

Job description
Advise the Team Leader and the Representative for the Humanitarian Programme in the Middle East on all safety, security and logistical matters, and ensure that the NCA team in the region has a high awareness of the safety and security risks.
Drive and improve the threat analysis, safety and security risk assessments and information systems for current and new operating / programme areas and ensure that appropriate systems and procedures are in place, updated and fully operational.
Liaise and interact with relevant information sources and mechanisms in the region, such as UN agencies, UNDSS, GANSO, INSO, other INGOs as well as national and local authorities to ensure timely and updated information sharing on security issues and threats.
Responsible for the review and update of security plans, SOPs, evacuation plans and all relevant safety and security documentation and ensure that all necessary steps are taken to minimize risks.
Responsible for NCA’s logistical processes, whcih includes managing and quality assurance of the supply chain, the full procurement process, stores management and administration. Ensure that the correct methods and forms are used and that necessary supporting documentation is in place (purchase orders, receipts, etc.).
Responsible for the management of NCA’s compound and office buildings.
The Advisor will be responsible for two positions; a Logistics Assistant and a Procurement Officer.

HEAT, mine / explosives awareness training and other relevant security field certifications and courses.
At least 3 years’ field experience with an INGO, or within the international community, with responsibility for safety and security management.
Solid experience successfully managing logistics, specifically the full procurement process, with a solid understanding of the administrative and financial requirements.
Proven analytical, assessment, strategic thinking and decision making skills in a complex political and volatile security environment.
High cultural awareness with a proven ability to integrate sensitive cross-cutting issues.
Proven ability to establish rapport and maintain good relationships with local communities.
Working experience from the region with a contextual knowledge of the geographic area and the unique dynamic and challenges there.
Excellent English communication skills, both verbal and written. Knowledge of Arabic is beneficial.
