The German Society for International Cooperation (GIZ) GmbH into Burundi various programs and projects to combat poverty and betterment of the population. The security situation in Burundi has nationwide and specifically, steadily deteriorated since April 2015 Bujumbura, which is due to the political conflicts in the country and a very weak economic situation. Thus, the safety of the GIZ staff / inside in carrying out their work is potentially at risk.

The safety and risk management system of the German Society for International Cooperation (GIZ) in Burundi analyzed the risks for the German Development Cooperation (DC) in Burundi. It minimizes the risks to which workers are exposed to in their environment while allowing that in compliance with the risk limits retained in the country room to maneuver.

Risk management consultancy, risk assessment, analysis and risk management are aligned with technical measures taken to ensure the physical and psychological integrity of employees and to support them in the safe fulfillment of tasks of development cooperation (DC) in a volatile environment. The consultant in security and risk management is to advise the employees and subcontractors of GIZ at the various project sites in matters of security and risk management and crisis management

Your Tasks  :
Establishing and maintaining a risk management system within the meaning of GIZ security and risk management as well as ensuring the implementation of the system and its rules in the GIZ Country Office and the projects;
Advice on and implementation of protection concepts and building security measures;
Analysis of security incidents and collection, preparation and review of safety information; the ongoing analysis of the operational context and the actors involved and reporting on incidents and the adaptation of emergency measures constitute the core of your duties;
Regular exchange and ensure cooperation with all relevant stakeholders, including local authorities and representatives of non-governmental organizations, military representatives, colleagues from the Department of Foreign Security / COPE at GIZ headquarters and other security and Rrisikomanagement advisers in the Great Lakes Region;
Preparation of safety information and analysis of risks, preparation of reports on security incidents and weekly and monthly safety reports, the development and updating of the security situation at the provincial level;
Identification of the main challenges of the current situation in Burundi and the development and implementation of adapted measures in the work context of the project;
Coordination of crisis management teams in Bujumbura and assistance in an emergency and BCM Management.
Consulting projects for technical risk mitigation measures and implementation of safety assessments of real estate;
Planning and conducting security checks and on-site training.

Your Profile:
University degree in the field of safety and / or risk management, crisis management, social sciences, political science, peace and conflict studies or modern history or a comparable faculty. Instead of a university degree and completed training is accepted in the field of military / police in connection with several years of relevant professional experience and work experience in a single context;
Profound knowledge in creating political and socio-economic analyzes and access to relevant information networks in Burundi and the region;
5 years of experience in the field of security and risk management; desirable would be at least 2 years of experience in the context of international cooperation (for example in the UN or in a non-governmental organization) in crisis regions;
Ability to work in interdisciplinary teams, good knowledge of work organization, ability to produce good results even under pressure;
Endurance, peace and ability to make decisions in critical situations;
A strong service and customer orientation;
Ability to quickly learn and familiarize in new contexts;
High mental resilience and ability to work in times of crisis;
High frustration tolerance;
Good skills on the use of telecommunication facilities by satellite, HF and UHF / VHF;
Knowledge of the use of positioning systems (satellite / GSM);
fluent French language skills, ideally knowledge of another European language of communication (English, German);
Advanced mastery of MS Office (including Outlook, PowerPoint, Excel, Word, Project, Publisher.);
Knowledge for Operation of GIS programs to create maps showing the security situation (Garmin BaseCamp OA).

Location Details

Life in the capital Bujumbura with about 500,000 inhabitants, is currently affected by the fragile security situation. The city is not a family place, but described as good by the utilities and housing situation here. There are a wide range of local and imported products.

The basic primary care in health matters is ensured in more severe cases, medical care in Nairobi can be availed.

Every day several flights to other African countries and to Europe. The transport infrastructure in the country is good.
