Job Purpose  

Responsible for all aspects of security & risk assessment to DHL personnel & assets operating in Iraq and Afghanistan.

To recommend counter-measures on incidents and ensure compliance with established internal and external security policy and procedures.

To manage and co-ordinate security plans on personnel, procedures and functions by focusing on shipment processing; working practices; employees; facilities and equipment.

Provide a secure link in our part of the global express network. In addition, focus on Intelligence gathering (air, road and other), relationships with the Military and relevant authorities, X-Ray requirements and static guarding requirements.


Principal Accountabilities:  
· Constantly review the changing security situation through liaison with the coalition provisional authority, intelligence sources at all locations in IQ/AF.

· Plan routes to afford maximum security when road travel is necessary & ensure a secure escort is available when required.

· Manage the performance of the security team and functions of security equipment and procedures on daily basis. Ensure a consistently high standard of x-ray screening.

· In order to achieve a high standard of security awareness and performance, initiate corrective actions when required. Promote & educate staff on high level security standards set.

· Collate, analyse & disseminate operational intelligence, having due regards to its sensitivity, accuracy & authenticity.

· Advise the IQ/AF Country manager on all issues pertinent to personnel & asset security.

· Ensure that any potential new DHL operations are given a security assessment prior to commencing operations. Maintain a current threat and risk analysis and advise management of any changes on daily basis.

· Produce daily security situation reports for the area Security Director & other DHL SMT personnel. Provide exception reports in the case of changing threats to security when extraordinary action may be required

· Full screening operations in all locations, 100% of outbound materials must be screened.

Nature and Scope :  

a) Context:
This role interfaces with all operational functions within the organization in a highly volatile & politically unstable environment. The scope includes implementation of security plans an activities to maintain and
increase security within Iraq and Afghanistan. To deal effectively with breaches of security and undertake investigations when required.

To ensure the operation complies with worldwide standards on security requirements and restrictions. To achieve a secure working environment for customers and employees by identifying and anticipating concerns and hazards, establishing and enforcing security systems, policies and procedures.

b) Reporting Relationships
Reports to the Country Manager. Indirect reporting to MEA Security Director

c) Problem Solving
Identify the safest possible manner in which DHL can operate its aviation & ground activities in Iraq. Ability to identify security related and provide pragmatic solutions, while ensuring the balance between security and profitability is appropriately considered and communicated effectively.

d) Decision Making
Pragmatic decision-making in the course of the changing situation in Iraq and Afghanistan in relation to all DHL operational activities. Make recommendations to senior management on all aspects of business.

e) Planning and Organisation
Job holder need to undertake short, medium and long term planning to ensure that security resources and plans are adequate to meet the evolving business needs. Ensure that the most cost effective, practical and robust security solutions are identified and implemented to meet customer requirements and to reduce the
incidence of loss and damage.

f) Job Challenge
The development and implementation of Global & Regional Security policies, procedures and guidelines which are tailored to suit the IQ specific requirements and operational needs. Awareness to local culture which can ultimately shape decisions.

To improve the standard of security measures, counter measures & maintenance throughout the facilities and to ensure safe & secure operation of DHL activities in Iraq.

Knowledge , Skills and Experience 
· Educated to Degree level.
· Civil Law enforcement / Military experience essential.
· Aviation security awareness desirable.
· English speaking / writing essential.
· PC literate – all aspects.
· Ability to influence at all levels.
· Culturally sensitive.
· Excellent negotiation skills.
· Sound analytical & problem-solving skills.
· Maintain effectiveness in reactive & fast-changing situations.
