The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Security Coordinator assists the Country Security Manager in ensuring the safety and security of NRC staff and assets in Jordan through the implementation and compliance oversight of relevant policies and procedures. The Security Coordinator plays a key role in establishing and maintaining relevant in-country networks, primarily vis-à-vis national counterparts, and supports crisis and incident handling processes.

Job description
Generic responsibilities

•Monitor, evaluate and suggest changes and improvements to the NRC Security Management System based on observations and inputs from NRC staff;
•Support the CSM in defining the security strategy for NRC in Jordan including identification of risk mitigation measures including costing and technical specification to suggested solutions;
•Support ongoing contextual analysis in order to track major development related to the security situation in NRC’s areas of operations;
•Advise the CSM and management on specific security issues and take a central role in incident and crisis management situations;
•Communicate and coordinate security activities and tasks with other NRC security staff in all field locations;
•Coordinate and liaise with other NGOs, UN agencies and Jordanian authorities / security services to establish a network for security information exchange;
•Support other parts of NRC in establishing relationship with relevant governmental counterparts;
•Assist in and/or lead the assessment of new areas of operations;
•Conduct regular security risk assessment for all locations with NRC presence;
•Assist the CSM and security officers in providing security training to staff.


Specific responsibilities
•Respond to, record and track NRC-relevant incidents and provide analysis of key trends and risks;
•Provide direct support to national security staff, including with stand-in, when on leave or absent from their duty station;
•Assist in development and implementation of relevant security-related documents (security plans and SOPs, evacuation plans, contingency plans etc.) for all locations that NRC is operational in;
•As requested, represent NRC externally in relevant external fora;
•Draft and assist in the preparation of periodical and ad hoc reports.

Qualifications

•Minimum three-year experience from working at a senior level within security management setup;
•Experience in working with and understanding the security management processes in a humanitarian INGO context;
•Documented results related to the position’s responsibilities;
•Demonstrated ability of decision-making, communication, incident management, conflict resolution and negotiation;
•Analytical skills and attention to detail;
•Ability to work under pressure and manage stress;
•Very good English language skills – written and spoken;
•Knowledge of own leadership skills/profile.
