Country Security Manager (Military,Police,Intelligence Experience)

Position Responsibilities

The County Security Manager is expected to en sure that fit-for-purpose security policies, plans and procedures are in place and that they are reviewed and tested on a regular basis. In addition, the successful candidate for this role will be expected to facilitate the implementation of, and provide assurance that, the Group Security Standards (GSS) and other security-related standards from the Health, Safety, Security and Environment (HSSE) & Social Performance (SP) Control Framework and local legislations are complied with. 


Key responsibilities will therefore include but are not limited to:
Ensure that the Country Security Plan for Gabon is current and relevant. Requirements include providing a secure work environment for Shell employees and operations, security guidance for expatriate Shell employees living in Gabon, and security advice for Shell employees visiting Gabon.
Assess the security threats and risks to Shell Gabon and conduct Security Risk Assessments (SRA) for all assets and activities.
Ensure compliance with Shell policies and procedures in order to safeguard all Shell sensitive information and develop and introduce measures to close identified gaps.
Develop, nurture and maintain a working network of security contacts from both the private and public sector.
Engage in the development of security-related crisis and business continuity plans and provide specialist security advice when required.
Participate in HSSE Audits.
Oversee security arrangements for the visits of Shell VIPs.

Requirements
Position Requirements/Experience

Bachelor’s degree with at least 7 years’ experience (of which 5 must be at a senior level) in the military, police or intelligence services.
Experience working in Gabon and access to an external security and intelligence network.
International experience/exposure to international environments.
Strong communication skills (written and verbal), ability to influence effectively within a multicultural setting and fluency in English and French.
Ability to interface and influence senior business leaders, contractors and all stakeholders.
Highly motivated and reliable individual bringing energy, teamwork, "can do" attitude, and ability to optimise performance and deliver against stretch targets and standards.
Understanding of contracts and procurement and budget management procedures.

Special Requirements
Proven track record of implementing and managing security initiatives in West Africa and across business groups.
Pragmatic, consultative approach to security management and expertize in world-class security practices.
Credibility as a Business Partner – respected by line clients, and ability to gain “buy-in” from teams.
Capacity to maintain focus and composure in a dispersed and diverse environment.
Extensive local travels driven by business requirements plus international travels for Corporate Security business including audits, workshops, etc.
