Job Summary

Force Management Technical Advisors performs force management functions in support of the Afghan National Defense Security Forces (ANDSF); collaborates with US, coalition and Afghan senior leaders, force managers, and advisors to develop, design, analyze, manage and resource the ANDSF’s operating and generating forces in support of the Afghan National Military Strategy; uses current U.S. military doctrine and force management regulatory guidance, policies, processes, systems and procedures to model and manage change in the Afghan National Army (ANA) and Afghan National Police (ANP) to include determining warfighting requirements, designing operational and institutional force structure, determining authorized resources, and analyzing second and third order effects of changes to requirements, structure and resources. This is a high-visibility requirement, which necessitates the assignment of experienced, highly qualified, and highly professional individuals. Individuals must demonstrate commitment to the US mission, vision and values. Individuals are responsible for helping to achieve the nation’s political-military objectives in Afghanistan.

Principal Accountabilities
Assists in the delivery of effective force management to the ANDSF.
Duties include, but are not limited to, the following responsibilities:
Assists and advises on the formulation and development of doctrinal organizations, and materiel requirements.
Assists and advises on manpower management activities, integrating manpower, military and civilian personnel, and financial management systems.
Focus is on authorizations, documentation and utilization.
As required, develops policies and procedures for the Afghan equivalent of Tables of Organization and Equipment (TOE), Basis of Issue Plans (BOIPs), Force Management, and Total Army Analysis (TAA).
As required, directs and conducts manpower studies to determine minimum required staffing and develop manpower models.
Assists and advises on organizational realignments to ensure proper focus on missions and functional responsibilities.
Assists in the development of strategies for allocating scarce manpower (military and civilian) resources and balancing priorities.
Ensures new mission requirements are carefully reviewed to ensure the appropriate manpower and equipment resources are applied.
Trains, advises, and assists ANDSF force managers; colonel (O-6 or OF-5) and below, civilian equivalent, or contractors.
Provides advice and assistance to USG and NATO leadership for mentorship and leader engagements (LE) with Afghan senior leaders, colonel (O-6 or OF-5) and below or civilian equivalent.
As requested, accompanies USG and NATO leadership on senior key leader engagements (KLE).
Trains, Advises, and Assists ANDSF force managers in order to set conditions to transfer the force management function to ANDSF force managers.
Advises ANDSF force management personnel on the development of force management processes and development of force management directives and policies.
Participates in the development and conduct of the Command Plan Review (CPR) process, and assists Afghan force managers as required.
Advises Afghan force managers on the implementation of rules for out-of-cycle submissions for modifications to personnel and equipment documents.
Provides concise assessments, reports, and updates on topics within his/her specific area of expertise (ANA or ANP).
Monitors, analyzes and reports on relevant developments within his/her specific area of expertise (ANA or ANP).
Assists with the determination of the necessary objectives for time-phased transfer of responsibility of Force Management processes to ANDSF Force Management Departments.
Assists with the development of the objectives and assessment framework necessary to provide advice on transfer of responsibility to ANDSF Force Management Departments.
Advocates and promotes the vision, mission, and strategic goals of the mission commander.
Perform other duties as assigned.

Knowledge & Skills
Extensive knowledge of key force management processes, regulations, web-based applications (Force Management System Web), and major documents influencing the Army’s force structure to include Force Generation, Force Development, Manpower Management, Warfighting Capabilities Determination, Military and Civilian Position Classification and Structure Development, How the Army Runs, Total Army Analysis, and other pertinent documents.
Extensive knowledge of the policies and processes to develop organizational documents including, but not limited to, the Afghan equivalent of Tables of Equipment (TOEs), Modified Tables of Equipment (MTOEs), or Basis of Issue Plans (BOIPs) which prescribe the required structure, manpower, equipment and organizational options.
Ability to analyze, determine, prioritize, and document requirements for doctrine, organizations, training, leader development and education, materiel and materiel-centric DOTMLPF requirements.
Ability to use US Army doctrine, policies and procedures to develop Afghan products to include, but not limited to, regulations and policies.
Understand organizational structures and behaviors as well as mission drivers.

Experience & Education
Education. Bachelor’s degree required. Master’s degree or higher is preferred.
Previous experience in Army and/or a police agency force management/force development at a service major command or civilian equivalent.
Joint and/or multi-national experience.
Minimum of 5-years’ experience in force management and development.
Minimum of 2-years’ experience with international missions in active-insurgency/conflict/post-conflict environments.
Experience successfully working with and building consensus among high-level contacts within the host government.
Experience working or coordinating closely with (without dictating to) US and international partners and stakeholders.
Must have a final (not interim) Department of Defense (DoD) SECRET Level Security Clearance before deployment and maintain that clearance.

Physical Requirements/Working Environment
Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan

Travel
Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
