Job Summary: 
The ABA Rule of Law Initiative (ABA ROLI) seeks a Security Manager to oversee operations and logistics support to ABA ROLI Libya programs. The Security and Operations Manager will be responsible for coordinating security policies and procedures and operations throughout Libya, reporting to the Country Director and coordinating closely with the ABA Security Director and the program support staff in Washington DC. The position is based in Tunis and will require travel to Libya, may be relocated to Tripoli, Libya if conditions sufficiently improve.

Responsibilities: 
Operate as the focal point of contact for all security-related issues for the Libya program;

Maintain awareness of the security environment and potential areas of risk for ABA ROLI personnel and activities;
Develop and maintain a strong network for security information;
Work closely with the ABA Security Director to ensure implementation of program security plan, communication protocols, and emergency plans; Recommend / develop specific actions and policies to enhance staff security;
Maintain and update security and emergency readiness training and awareness of all staff and consultants traveling into Libya;
Review physical security procedures and practices on an ongoing basis and recommend updates where necessary;
Coordinate incident management and emergency response as necessary.
Manage logistics and operations for the Libya program;
Manage transportation and travel for staff and consultants within and to/from Libya, including internal security correspondence and communications;
Ensure effective financial management over relevant security- -related activities;
Train in staff in security procedures.

Qualifications: 
Minimum of ten (10) years in security field preferably in international context.
Experience working in post-conflict environments and/or countries undergoing political transitions
Experience managing and implementing logistics, operations, and security systems.
Commitment and demonstrated skills to build national staff capacity in areas of logistics, operations, and security.
Cultural sensitivity in working with a multinational office staff.
Detail oriented, highly flexible and strong organizational skills
Strong verbal and written communication skills.
