Security and Logistics Officer, Turkey

 
Location: Istanbul, Turkey – with travels to focus countries; Assignment Period:1 October 2015 – 30 June 2016 (with possibility of extension); Closing date September 3, 2015


Job Description
Working under the supervision and in close collaboration with the DKH RO Programme Coordinator and in close collaboration with the other Programme Officers, the Security and Logistics Officer is responsible to fulfill the following tasks:
 
Security:
1. Situational awareness
Continually monitor the regional security situation in areas of DKH RO project activities, using media and NGO Security forums and resources
Maintain database of security events in relevant areas based on INSO reporting (Afghanistan, Iraq, Syria, OPT)
Follow up security event in other focus countries.
Keep Programme Officers informed on relevant events and analysis on weekly basis.
Liaise with Partner organisations and ACT Alliance Security focal points in Project countries to understand the situation and security implications on DKHRO travel
Provide updates and analysis of key events that have potential to directly impact project areas to Project staff

Provide guidance on proposed travel plans based on the above
2. Briefings/Training
Provide briefings to new staff on HSS processes, and general context in DKH Regional area
Deliver or facilitate training for staff on HSS related topics (first aid, HEAT, operation of emergency communication equipment)
3.Travel Security
Periodically/as required travel to project locations to conduct Context and Risk assessment
Update and deliver pre travel security briefings on Minimum Operating Security Standards (MOSS) detailing
i. Recent trends in area and risks specific to planned travel
ii. partner security measures
iii. Local transport and accommodation arrangements
iv. mitigation measures
v. access to medical facilities
vi. contingency/evacuation plans
vii. Emergency contact points in country
Conduct daily monitoring of staff in the field
Act as (or in case of absence designate) primary emergency point of contact for duration of travel
Develop network of Security Focal Points (through ACT Alliance and DKHRO IPs) to support contingency and evacuation plans
Develop framework evacuation plan that can be activated in case of emergency for each project area/country
Conduct post trip debrief to gain field insight into security situation, gaps and concerns
4. Budget/Planning
Contribute to planning and proposal drafting for new projects, ensuring context specific security considerations are included in proposals.
Advise on budgetary considerations for Health, Safety and Security, and allocation of funds for training, HSS equipment (EmPrep, Satcomms) and travel for risk assessment and review and mentoring of partner organisation HSS plans
Support proposal development process to ensure Logistic cost considerations are included
5. Partner Support
Assess on the spot the security systems, policies and procedures in place of partner organisations as relate to DKHRO staff travels
Support training and development for IPs in context and risk analysis tools, development of HSS plans and HSS Management
Share with partners relevant opportunities for Security trainings by external providers in their area of intervention


Logistics
Manage the storage and Maintenance of DKHRO Emergency deployment and communications equipment, regular top up of satellite communications credit and procurement of new supplies as required
Act as point of contact between DKHRO and STL Logistics team for other logistic tasks such as:
a. procurement and shipping of items
b. procurement of new office and IT equipment
 

Qualification, Expertise and Skills
At least 3 years of experience in security management in the field of humanitarian assistance;
University degree (or comparable work experience) in a relevant field;
Sound knowledge of and skills in security procedures, analysis of incidents and trends in local and regional security context, assessment and mitigation of risk
Experience in working with local partner organisations based on equal partnership principle;
Good understanding of key principles of international NGOs including accountability, impartiality, neutrality, independence
 
Languages: Fluent in written and spoken English
Experience working in different cultural work environments & ability to perform tasks with sensitivity to the local culture, to interact effectively and professionally with persons from diverse cultural, socio-economic, educational, racial, ethnic and professional backgrounds;
Excellent problem solving and analytical skills:
Excellent training and coaching skills;
Excellent listening and communication skills: ability to organise and present information, views and concepts in a concise, understandable and interesting way for a variety of audiences, both written and oral;
Highly organised, detail oriented, and able to work under pressure;
