Flight Security Protection Specialist

Position Summary:
The Flight Security Force Protection Specialist provides security in support of aerial missions, high threat driving movements, workplace and living environments for U.S. Department of State, Bureau for International Narcotics and Law Enforcement missions in Afghanistan.

Principal Accountabilities
Flight Duties include but not limited to:

•Conduct visual inspections of personal bags, equipment prior to boarding.
•Ensure all weapons (except those authorized by the Senior Aviation Advisor) are down loaded and clear prior to boarding.
•Conduct an audible aircraft safety briefing and ensure passengers are seated with seat belted properly prior to takeoff.
•Conduct and document a pre-flight inspection of all equipment managed by the Flight Security
Specialist.
•Control all traffic around the aircraft at all locations.
•Ensure the aircrew is protected and undisturbed by passengers or others.
•Conduct a “pat down” search of passengers as necessary reducing the risk of a visually undetected threat.
•Understand current concepts of Intelligence Preparation of the Battlefield (PB) and threat analysis to support flight operations missions.
•Demonstrate a working knowledge of joint service CSAR tactics, techniques, and procedures.
•Be tactically and technically proficient to set up a secure area, rally point and patrol base.
•Rehearse and execute small unit infantry as well as escape and evasion tactics needed during an on the ground/aircraft down scenario.
•Function as the senior ground authority ensuring passengers and aircrews safety and security until recovery by “friendly” assets, in the event of an emergency/hard landing.
•Perform preventive maintenance on all equipment assigned to you ensuring it is functional and reporting deficiencies as needed.
•Maintain a high state of physical fitness enabling performance of the aforementioned duties.

Ground Duties include but limited to:
•Oversee guard force personnel and vehicle screening at entrances to operating base facilities.
•Lead four person Quick Reaction Force (QRF) team.
•Lead and/or be a member of a four person Quick Reaction Force (QRF).
•Drive within a high threat area when needed.
•Use high threat driving techniques to ensure the security and safety of the principal.
•Ensure PSD vehicles are maintained clean, mechanically sound, and professional appearance.
•Account for all clothing, personal equipment, and mission specific equipment issued.
•Perform preventive maintenance on all equipment assigned to you ensuring it is functional and reporting deficiencies as needed.

Knowledge & Skills
•Able to instruct other members of a guard force, both mobile and static.
•Able to navigate using map and compass supplemented by electronic global positioning system (GPS) receivers from the air and on the ground.
•Ability to communicate clearly up the chain of command and ensure information is accurately disseminated down to the lowest level as needed.
•Demonstrate effective knowledge in calling for and directing Medevac assets, indirect fire, and close air support (CAS) in emergency situations as authorized by U.S. DoS, U.S. DoD, and ISAF.
•Familiar with and able to perform the tactics, techniques, and procedures associated with close personal protection services and duties as needed.
•Proficient using and maintaining all assigned communication devices used between program personnel, vehicles, aircraft, and host nation and US/ISAF forces.
•Possess or able to complete US Department of State authorized weapons qualification course on assigned weapons (M4, M9, M-240, and M-249).
•Have completed an authorized Department of State High Threat Environment Drivers Course.
•Valid U.S. driver’s license is required
•Able to assess and provide security assessments for future AOR’s.
•Possess or have the ability to attain a US Passport is required before assignment.
•Possess, or have the ability to obtain a DoD Secret Security Clearance is a condition of continued employment; possession of an active DoD Secret Clearance is desired.
•Have a complete understanding of the Rules of Engagement (ROE) as established by the Chief of Mission and passed to DynCorp.
•Able to obtain and maintain at a minimum, a combat lifesavers certification and the ability to provide immediate medical attention to personnel until relieved by a higher medical authority.
•Able to cohabitate in small living quarters.
•Able to communicate, coordinate, and work with high ranking diplomats and persons of various countries.
•Ability to maintain personal hygiene and uniform in a neat professional appearance.


Experience & Education
•High School diploma or equivalent is required.
•Five (5) or more years of experience in combat arms in the military (preferably Special Forces, Force Recon, Navy Seal, Combined Arms Group, Ranger, or Infantry).
•Six or more months of high threat driving experience on a PSD detail preferred.
•EMT Level 1 preferred.
•Completion of an authorized Department of State Personal Protection Course.

Physical Requirements/Working Environment
•Must be physically fit to work in a high threat environment.
•Must be able to run, walk and stand on level and/or inclined surfaces for up to 8 hours minimum per day and sit for up to three hours per day.
•Must be able to stand, walk and run for an extended period of time with additional weight to include: helmet, body armor, rifle, pistol and other equipment for a minimum of eight hours.
•Must be able to climb stairs, ramps ladders and work stands.
•Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.
•Must be able to climb stairs, ramps ladders and work stands with full battle gear.
•May be required to carry, push or pull up to 200 pounds for up to 100 meters.
•Employee must be able to continually lift and carry 75 pounds.
•May be required to lift up to 75 pounds to height of four feet and be required to lift up to 40 pounds to height of 7 feet.
•Must possess the ability to read and interpret safety manuals, technical procedures or regulations.
•May be required to operate power, machinery, hand tools, etc.
•Must be able to communicate by voice and detect sound by ear.
•Must be able to distinguish color and judge three-dimensional depths.

Travel
•Travel into high threat and harsh environment countries may be required.
•Travel to and between CONUS and OCONUS locations as requested is required.
