Job Summary
Advisor will provide oversight and mentorship for key leaders of the Afghan National Defense Security Force (ANDSF) Force Management Departments on procedures and processes for developing integrated solutions.

Principal Accountabilities
Assist Senior Advisor and assume duties of Senior Advisor when Senior Advisor is absent.
Provide oversight and mentorship for key leaders of the ANDSF Force Management Departments on procedures and processes for developing integrated solutions.
Advise ANDSF Force Management Deputy on Force Management actions and issues as directed by Senior Advisor and Senior Ministry of Defense (MoD) Force Manager.
Participate in all Force Management/Force Optimization activities in a Train, Advise, and Assist role for such activities as Total Army Analysis and Command Plan Review.
Advise key leaders of the ANDSF Force Management Departments on procedures and processes for developing integrated personnel and equipment solutions.
Assist ANDSF Force Management Department in developing sustainable and standardized units within the ANDSF and ANA TASHKIL for future force.
Advise Afghan FM team in performing Tashkil scrubs as needed.
Provide expertise on Tashkil personnel and equipment structure and modification to all Coalition Advisers.
Advise the implementation of rules for out-of-cycle submissions for Tashkil modifications as required.
As directed, provide ANDSF Force Management Offices with the training required for them to successfully conduct the Force Management process.
Perform Tashkil analysis on Force Management issues and provide possible COA/s to Senior Advisor and the Afghan FM team.
Advise on the implementation and periodic review of ANDSF Force Management policies.
Perform other duties as assigned.
Knowledge & Skills
Knowledge of regulations and policies regarding Force Management procedures.
Be familiar with Government of the Islamic Republic of Afghanistan (GIRoA) Law and policy relating to Force Management procedures.
Excellent written and verbal communication skills.
Ability to provide templates and guidelines for creation and implementation of new governmental policies; Information Management staffing procedures; and prior experience assisting and mentoring at senior levels.
Must demonstrate creative problem solving skills and the ability to work independently, as part of a team, or leading a team equally well.
Demonstrated ability to effectively build coalitions across highly complex multi-national organizations.
Demonstrated ability to effectively deal with foreign military.
Demonstrated ability to effectively use a linguist and translated material to communicate to foreign leadership.
Demonstrated ability to produce desired results under extreme stress in highly dynamic and ambiguous situations on sensitive issues.
Experience in program or project management and office automation programs such as MS Office, PowerPoint, Excel, Microsoft Word required.

Experience & Education
At least fifteen years of military leadership experience
Previous service as a Force Management officer/NCO at service or Combatant Command headquarters with minimum 4 years Force Management experience.
Prior supervisory experience.

Joint and multi-national experience.
Bachelor’s degree required.
Previous completion of Command and General Staff/SGM Academy, and other Service comparable schools.
Former O5/E9 or above, or equivalent civilian contractor experience.
Must have a final (not interim) Department of Defense (DoD) SECRET Level Security Clearance before deployment and maintain that clearance.

Physical Requirements/Working Environment
Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan

Travel
Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
