Responsibilities & Duties
Plans, develops, and implements internal policies and procedures to govern daily operation of the ArcView (GIS) and Scheduling Section, Range Safety Branch.
Performs customer service duties as required at the customer service desk.
Prepares and submits Weekly, Monthly and Annual Reports to Manager.
Provides advice and guidance for all Live-fire training Operations for US Army and multi-national military attached or under operational control (OPCON) to ASG-KU. This includes ensuring Army & Host Nation policies are enforced; coordinating with the ASG-KU Safety Manager and acts as the Vectrus point of contact for range management related issue.
Responsible for ensuring the sustainment and maintenance of Range Facility Management Support System (RFMSS)/ArcGIS hardware and software systems to support customer requirements.
Advises Branch Manager on all high risk live-fire operations, not in accordance with Army Regulations.
Briefs all emergencies and notifies proper authority in regards to air and or ground operations mishaps and fatalities as it pertains to ArcView (GIS).
Ensures all aspects of DA Pam 385-63 between Range Operations, the US Military and Coalition Forces in regards to multi-national air-ground operations to ensure that all air mobility training operations are adhered to.
Maintains positive control and accountability of Government Furnished Equipment (GFE) and contractor owned property.
Assumes duties of Branch Manager in his/her absence (as needed).
Ensures compliance with all ISO 9000 Quality Management Systems policies and procedures.
Performs other duties as directed.

Qualifications:
BA/BS or 5-8 years of related experience.
U.S. Army Advanced NCO Course (ANCOC) or Advanced Officer Course graduates or other service equivalents with knowledge of military live-fire operations and procedures, is preferred.
U.S. Army Master Gunner graduate or other service equivalent preferred.
Requires fifteen years’ experience, Combat Arms Branch preferred.
Experience working with coalition units, as well as use of interpreters, preferred.
Must be proficient with Range Safety Danger Area Diagrams (SDAD) development.
Must have map reading, radio operator, and GPS/Compass skills.
Working knowledge of the Army Records Information Management System (ARIMS).

Proficient in Microsoft Office software programs.
Must be proficient of Range Facilities Management Support System (RFMSS) and ArcView (GIS).
Proficient in military map reading, land navigation, and radio operation.
A valid driver’s license and the ability to obtain a U.S. Government Motor Vehicle Operator’s License and Kuwait Driver’s License.
Must be able to maintain USG Network access privilege.
Must pass annual physical IAW CRC standards.
Must be physically capable of lifting 75 pounds a vertical distance of four feet and carrying this weight a horizontal distance of 25 feet.
24 hrs/7 days a week, 12 hrs shifts, 60 hr work week. Duty hours 0400-1600 hrs/1600-0400.
Must be able to function with an advanced level of English, verbal and written, language skills through demonstrated proficiency testing.
Willing to work in an indoor and outdoor environment with adverse and harsh weather conditions (i.e. hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter months and 130 degrees in the summer months).
Must be proficient in the use of Range Facilities Management Support System (RFMSS) software applications.
Must be proficient in developing, assessing and applying Surface Danger Area Diagrams (SDAD) for all weapon systems in regards to air/ground operations.
Must be able to obtain Information Assurance Security Officer (IASO) certification.
Knowledge of safety, management practices, and procedures involving equipment is required.
