Job Description

  1. To ensure that all Mission East ground operations in Badakhshan are monitoredin “real time” (by satellite phone and/ or by mobile phone/ radio/CODAN communication.)
  2. To support the Country Safety Adviser and to keep the Province Manager updated about overall prevailing security situation in Badakhshan
  3. To carry out security information collection through  national and international partners as well as other  related sources
  4. To stay in touch with relevant security agencies in  Badakhshan (including INSO,UNAMA, etc.), assemble information (related to the security and political situations) and analyse the overall security environment
  5. To ensure that each field site has the security plan and  the needed adaptation specific to each context
  6. To ensure compliance with Standard Operating  Procedures (SOPs) as agreed by, provided to and  approved by Mission East Headquarters, or appointed representative.
  7. To enhance security guidelines as needed including  SOPs, Medivacs, etc. in consultation with the Country  Management Team
  8. To visit field offices to scrutinize the overall security situation and give recommendations to the Province Manager after consulting the relevant district authorities, INGOs and Mission East staff
  9. In emergency situations, Review and assess the situation and make recommendation to the Country Management Team for necessary action.
  10. Review daily movement plan and  Provide recommendation field operations
  11. Updated Daily Tracking Logs for all staff movements in Badakhshan
  12. To ensure that no fixed, easily detectable routines or  patterns of movement are established for all aspects of work that require movement outside Mission East premises (including movement of staff and goods)
  13. To ensure that each new staff or visitor is aware of security rules and protocols
  14. To develop and implement the security/safety communication tree, with the help of Country Safety Adviser.
  15. To carry out a fire drill exercise for all staff at least twice  a year, other drill exercises as per SOPs
  16. To ensure that all Mission East security equipment in use (both portable and in cars) are up to standard and functional (communications and safety equipment,
    etc.)
  17. To ensure that all staff , including expatriate staff and any visiting staff from HQ and/or other organizations, consultants etc., are all familiar with the securityprotocols including evacuation protocols.
  18. To keep the updated list of fixed assets for both regional and field offices. In case of emergency or potential threat, these items should immediately transferred to safer places (already identified by you and other security focal persons)
  19. To prepare and update evacuation plan (for both  regional and field offices) and identify safer routes and  locations where expatriate and non-local staff can stayfor couple of hours or days in unexpected emergency  situations
  20. To assist in all aspects of the role as defined by the Country Safety Adviser.
To carry out any other duty as directed by the Country Safety Adviser and/or
the Badakhshan Province Manager.

Job Requirements

  1. Good understanding of English, both written and oral.
  2. 2 years previous experience in a similar position.
  3. Able to command respect, act in a professional manner and to lead by example
  4. Excellent standard of dress and personal appearance (according to visibility
    profile).
  5. Familiarity with humanitarian principles and practices.

 
  1. Bachelor’s degree in Arts and Social sciences or related field.
