Emergency Manager / CBRNE Protection Officer

This position is located at Camp Fuji.

Job Requirements:
USMC CBRNE Protection, Inventory Management, Certified Emergency Manager (CEM), USMC 5711 or other service equivalent MOS Highly Desired. Must be able work well with others, and working groups in the development of products, and be able to function as a group facilitator for meetings and exercises. Position requires 5 years experience with a Bachelors Degree in Emergency Management or 10 years of directly related experience without a degree. Must have excellent written and verbal communication skills, be a strong team player, be able to efficiently plan and organize, and work calmly under stress.

Job Duties:
Supports the development of CBRNE and Installation Emergency Management Plans, Policies, Procedures. Serves as the Installation’s Technical Expert, and uses technical insight and understanding in the development of installation-level and operational plans; functional and incident specific CBRNE and EM plans, guidance, policy, SOPs, and job aides. Reviews and analyzes CBRNE and EM Plans. The EM will be responsible for the following in support of Camp Fuji’s Emergency Management Program: 1) Collaborate with Government Officials in order to prepare and analyze damage assessments 2) Conduct surveys to determine the types of emergency-related needs that will need to be addressed in disaster planning, or provide technical support to others conducting such surveys 3) Coordinate disaster response or crisis management activities such as evacuations, opening public shelters, and implementing special needs plans and programs 4) Develop and perform tests and evaluations of emergency management plans in accordance with state and federal regulations 5) Maintain and update all resource materials associated with emergency preparedness plans 6) Develop and implement training procedures and strategies for radiological protection, detection, and decontamination 7) Inventory and distribute nuclear, biological, and chemical detection and contamination equipment, providing instruction in its maintenance and use 8) Maintain an equipment logistics management program to ensure CBRNE equipment is operational and calibrated as required.
Will also provide support to Mobile Training Team (MTT) to ensure responders are trained and equipped to accomplish CBRNE mission in a hazardous environment in accordance with Marine Corps Orders, Installation CONOPS, SOPs, and other applicable standards and directives.
You will be required to provide support and expertise in the operation of CBRNE Decontamination, Defense, Detection, and Monitoring Equipment; Wear and use of protective equipment; ensure installation response personnel are trained and ready to operate in a CBRNE environment. CBRNE Protection Officer (CPO)/IEM will assist, conduct, and schedule training in CBRNE defense monitor, survey and reconnaissance, chemical detection and identification, biological agent collection and sampling, decontamination of personnel, equipment and casualties, and in individual protective measures. CPO/IEM is also responsible for the employment, maintenance, and serviceability of CBRNE equipment and supplies, and will track on maintenance requests using a Logistics Management System.
