Operations and Security Manager

Employer: Africa Governance Initiative
Location: West Africa
Closing date: 31 Oct 2014
Throughout 2014, an unprecedented outbreak of the Ebola virus has spread across West Africa, particularly impacting Guinea, Liberia and Sierra Leone. The outbreak has been extremely challenging for the governments of these countries who have never dealt with a medical emergency on this scale before.

AGI advisors have been embedded in these countries for a number of years, working side by side with their government colleagues to help them deliver their development agendas. Our strong relationships with the government and our track record for delivering excellent support means our teams have been asked by the governments to assist them in their management of the Ebola crisis. Since early August, our advisors have been supporting the governments to improve central coordination mechanisms, to design and run effective district control centres, to produce better and more reliable information to inform decisions that are critical to the success of the response, and to plan for the long term consequences and eventual reconstruction.

We are seeking an experienced Operations and Security Manager to help manage the overall running of the project. We are looking for an outstanding individual with excellent professional and academic credentials and a proven understanding of Finance, Operations and Security systems and processes, who can help to boost capacity in our teams in Sierra Leone and Liberia to develop and maintain the systems and processes that will allow the AGI advisors to better support the government during the crisis.

These are challenging roles, particularly given the context, but potentially very rewarding as the opportunity to have impact on people’s lives is very high.

This individual will be required to undertake the following responsibilities:

Finance
Management of in-country cash facilities and banking arrangement
Management and processing of in-country expenses, including reporting to the Head Office;
Providing support to the Country Head for preparation of the Project Country budget and review of the Project management accounts;

Operations

Being the initial point of contact for London HQ on standard operational issues
Manage all in-country operations including housing, car and other suppliers

Security
Responsible for the implementation and management of the in-country security operating procedures
Deputising for the Country Head in the event of an emergency situation

Candidates who have previous experience of living and / or working in Guinea, Liberia or Sierra Leone are particularly welcome to apply.

Experience of living and working in developing countries is essential.

Package
Remuneration will be competitive within the international charitable sector and will include provision for flights, housing and relevant expenses in Africa.

In addition, given the challenging context, we will provide you with enhanced safety and security support and staff will be given the opportunity to recuperate at appropriate intervals.
