GIZ International Services (GIZ IS) is an integrated department of GIZ offering consultancy services for international and national clients such as the European Union, the World Bank, the UN institutions or national governments. In particular, GIZ International Services in Brussels is one of the Service Providers (SP) of the European Commission for the implementation of the EU Election Observation Missions implemented in Latin America, Africa, the Middle East and Asia.

GIZ International Services in Brussels is drawing up a reserve list of international experts for the upcoming election observation missions (EOM) of the European Commission and inviting suitable candidates fluent in ENGLISH, FRENCH, PORTUGUESE, ARABIC or SPANISH (mother tongue or level C1 or C2 following the EU language passport) to apply to this list. In addition to the mother tongue all experts are required to have an excellent proficiency in English.
The EOM service provider teams are composed of:
Key experts:
  1. Project manager Europe (operating from Brussels)
  2. Project manager in country
  3. Operations/logistics expert in country
  4. Security expert in country
Non-key experts:
  1. IT expert
  2. Finance expert
  3. Deputy operations expert
  4. Deputy security expert
  5. Liaison officers (security/operations field work)

Your tasks
Under the supervision of the mission Project Manager, the Security Expert establishes appropriate security arrangements for mission members and provides instructions and guidance on the safety of EU observers. He/she will:

  1. Establish and maintain working relations with relevant security officers operating in the country such as security officers at the EC Delegation and EU Member State embassies, United Nations Security Officers and other diplomatic missions.
  2. Liaise regularly with the relevant Ministries, the Police services and civilian and military agencies possibly via the mission liaison officers. Establish, where appropriate, a similar system in the areas of responsibility of the observer teams.
  3. Carry out a security assessment of HQ and hazardous observer locations upon arrival in country; design a warden system.
  4. Plan and carry out, where appropriate, security and safety checks of headquarters premises and accommodation, observer accommodation in deployment areas, car parks etc.
  5. Elaborate a mission security and evacuation plan.
  6. Provide EU EOM staff members with comprehensive security briefings.
  7. Ensure security for teams at all time, detailed training in terms of security equipment (e.g. Telecommunication devices).
  8. Maintain daily contact with observer teams deployed in the country.
  9. Advise the EU EOM on security arrangements, including private security around premises, provision of escorts,
  10. Monitor closely the security situation in the country and establish a daily security assessment report with Regional Security Officers in charge of the different governorates based on the reporting system.
  11. Coordinate efficiently with the liaison officers on the field.
  12. Establish contingency plans regarding crisis evacuation or medical evacuation in cooperation with local authorities and/or MS embassies and/or international organisations present on the field.
  13. Establish a security reporting system based on observations in the field.
  14. Establish adequate safety rules related to health and safety at work (fire…), as procedures regarding health emergencies.
  15. Ensure security training for drivers (anti-kidnapping or anti-ambushes procedures, convoy procedures)
  16. Ensure that security procedures are enforced by all mission members at all times.
  17. Establish an EU EOM Security Operations Centre (a 24/7 cell for tracking observers' movements and providing constant communication facilities between EU EOM HQs and observers)
  18. Provide the core team and the EC Headquarters with Security Situation Report (Sitrep), as required by EC Headquarters. Produce and archive incident reports.
  19. Ensure safety of special events (briefings, press conferences).
  20. Perform any other duty required for the good functioning of the EU EOM.

Your profile
Qualifications and skills 1. Military or police academy degree and command experience. Adequate training in a related field and relevant professional experience may be accepted in lieu of a degree. 2. Technical and tactical training in military, police or other security procedures and practices. 3. Ability to collect, collate and assess information from different sources prior to disseminating relevant reports and conclusions. 4. Ability to remain calm in an emergency situation. 5. High sense of responsibility and confidentiality. 6. Capacity to liaise easily in a non-military multicultural and multilingual environment. 7. Physically fit for duty. (A medical fit-work certificate for harsh climatic and geographical working conditions will be required for mission contracting). 8. Demonstrated management skills as well as good interpersonal skills. 9. Excellent communication and public presentation skills. 10. Demonstrated ability to support and liaise with civilian staff. Specific professional experience 1. At least 10 years of work experience in security operations of large-scale international operations in a multi-cultural environment. 2. Work experience in Latin America, Africa, the Middle East, Asia. 3. Experience with election observation missions or other monitoring/peace support missions with the EU or other organizations would be an asset. 4. Having worked or operated under UNDSS system or an equivalent system would be an asset.
Assignment period
EOMs last from 3 to 5 months in the country of deployment. The GIZ team arrives before the deployment of the election observers to install the mission headquarters and prepare all services for the safe deployment of the observers across the country. The team leaves the country after the departure of the observers once the activities are closed down and all payments made.
