Job Description
The appointment is limited to the Mechanism. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General.

Org. Setting and Reporting
The incumbent will report to and work under the supervision of the MICT WISP (Witness Support and Protection Unit) Coordinator. The incumbent will liaise and coordinate with UNDSS in Rwanda and the Chief of Security of the ICTR. This position is located in the Administrative Section, Kigali sub-office, Arusha Branch, Registry.

Responsibilities
Under the supervision of the WISP Coordinator, the incumbent is responsible for performing armed security functions. The incumbent’s major duties and responsibilities shall encompass the following:
• In coordination with UNDSS Rwanda and the ICTR Chief of Security and Safety Section, ensures
implementation of UN Security Policies, effective threat and risk management, information sharing, operational strategies and related security operational matters.
• In consultation with WISP Coordinator, implements measures to ensure Minimum Operating Security Standards (MOSS) compliance by the MICT and its staff in Rwanda.
• Provides leadership and supervision of MICT Security Officers and manages an effective work schedule.
• Prepares and implements SOPs for all security operations of MICT Security Unit.
• Manages outsourced security services including ensuring applicable standards, SOPs and work methods.
• Ensures response to security incidents and preparation of incident and administrative reports, confirming their accuracy and prompt dispatch through established chain of communication.
• Establishes and manages contingency arrangements for MICT Kigali premises and activities in Rwanda.
• Must be mentally and physically fit. All duties are performed in uniform; however, at times the officer may be required to perform duties in civilian clothes. Duties may require long periods of standing. The officer is required to obtain and maintain appropriate host country licenses, including, but not limited to, pistol and vehicle operator licenses. Officers are also required to meet all UN firearms qualification standards.
• Performs all other related duties as required.

Education
High school diploma or equivalent. Additional security or military training is required.

Work Experience
At least eight years of experience in all areas of the security operation within the UN Security Service, including investigation, physical security, personal protection, strategic and operational planning, fire prevention and suppression, emergency medical and hazardous material response, video-imaging badge systems and methods of instruction or related area. Experience with the ICTR or the ICTY is an asset.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French and/or Kinyarwanda is an advantage.

Assessment Method
There may be a technical test and/or a competency-based interview.
