Background
Danish Demining Group (DDG) is a department under Danish Refugee Council (DRC). DDG has operated in Somaliland since 1999 and in South Central Somalia since 2007 clearing mines and other explosive remnants of war. Recognising the widespread proliferation of uncontrolled Small Arms and Light Weapons (SALW) in Somalia, DDG expanded its approach to also address the threat from SALW. Respecting the basic need of individuals and communities to maintain ownership and control of their firearms for protection reasons, DDG began implementation of a Community Safety (CS) Program in April 2008 in Somaliland, and expanded this program into different locations in Somalia, in South Sudan, Uganda, Yemen and Cote d’Ivoire. DDG’s community safety approach encompasses the following elements:

•Strengthening local institutions and enhancing local capacity for addressing safety needs

•Addressing immediate threats to life and limbs by explosive remnants of war

•Addressing small arms as a tool of violence

•Building capacity for conflict management and peace

•Strengthening relationships between security providers and communities

DDG will in conjunction to this increase its specific SALW activities in Africa, initially with a focus on an on-going project in Somaliland and Somalia. To do this we need an experienced and self-driven SALW Safety Manager (SSM) to help develop, design and implement the SALW projects.

Presently the DDG Horn of Africa & Yemen programme consists of DDG Somaliland, DDG Somalia, DDG Kenya and DDG Yemen, which all need technical support in terms of SALW specific interventions. The SALW Safety Manager will be based in Hargeysa, and from there supporting activities in the regional and global programmes as required. The SALW Safety Manager reports to DDG’s Global Representative for Armed Violence Reduction (AVR).

Responsibilities
The SALW Safety Manager is responsible for the development, fundraising and implementation of the Somali SALW projects, and providing SALW training and support to the DDG programmes.

This includes the following responsibilities:

External relations

•Liaise with UNCASA, regarding DDG input to the ISACS

•Liaise with national authorities, donor and other organisations regarding SALW projects.

Project development, implementation and training duties

•Daily responsibility for management and supervision of the SALW projects.

•Develop new SALW concepts for DDG AVR sector programmes (Physical Security and Stockpile Management; Safe Storage of SALW; SALW legislation and policy support; Marking & Tracing of SALW; Destruction of SALW; etc.).

•Writing proposal and support the AVR Representative with fundraising for new SALW projects.

•Planning, monitoring, and evaluation of all aspects in SALW activities in line with the DDG guidelines.

•Develop and further standardise DDG SALW guidelines and handbooks on the basis of the ISACS and other relevant guidelines.

•Responsible for developing and conducting SALW training for staff within this and other programmes.

•Responsible for monitoring training and competence building of national employees within the SALW operational part of the programmes.

Internal relations

•Support the AVR Representative, Regional Director, Country Directors and AVR Manager with operational matters and when writing proposals and reports to external actors.

•In close collaboration with DDG Chief Technical Advisor and DDG Head of Programme Development for AVR, develop Standard Operation Procedures for SALW and implement changes in the programmes accordingly.

•Report to the DDG AVR Representative on a monthly basis.

Qualifications
•At least 3 years of International experience from humanitarian/development work including programme development and management responsibilities.
•Experience with SALW programming
•Experience with mine action in a technical position (minimum EOD level 3) is an asset.
•Experience with project development and proposal writing.
•Experience with working in secure environments.
•Diplomatic, patient and persistent. •Fluency in written and spoken English and French. Arabic is an asset. •Good knowledge of Word and Excel.

Conditions
Duty station: Hargeysa, Somaliland or Garowe, Puntland with frequent travel to other areas in Africa. This is a ‘non-family duty station’ and the person must be prepared to live and work in an isolated and unstable security environment with limited recreational and social facilities. Accommodation is provided.

Contract: 25 months - with possibilities for extension, subject to funding. The position offers an R&R benefit, in addition to standard vacation and holiday benefits. The position is subject to funding.
