Security Sector Accountability and Police Reform Programme - Operations Manager
I. Programme Summary
DAI Europe currently implements one component of DFID’s “Security Sector Accountability and Police Reform Programme” in the Democratic Republic of the Congo – a 6 year initiative to improve the accountability and responsiveness of security and justice actors. The programme is implemented by three teams – the first supporting the police force and strengthening the internal accountability of the security sector; the second handling monitoring and evaluation; and the third working on the External Accountability Component.

Through the External Accountability Component of its Security Sector Accountability and Police Reform (SSAPR) programme, the DFID will support a range of activities aimed at improving the accountability and responsiveness of security and justice actors in the DRC. External Accountability work will be conductedat a variety of levels:
Supporting the national parliament and three provincial parliaments to improve their oversight of the military, police and justice agencies of the state;
Working with civil society, researchers and the media to develop their understanding and knowledge of the security and justice system, so that they are better able to represent the interests of the population;
Helping individuals and community groups in identified pilot sites to create new relationships with the local security and justice institutions to pursue advocacy agendas and collaborate to improve local security through ‘neighbourhood policing’ or ‘local needs policing’ (police de proximité).

II. Scope of Work
In April 2012, the SSAPR programme entered its second phase, scheduled to continue through March 2015. The project is undergoing personnel changes for this second phase, and requires an Operations Manager to assume certain responsibilities from the Deputy Team Leader.

The Operations Manager will be responsible for all operational aspects of the Project, including oversight of finances, grants and subcontracts, and administrative matters.


III. Specific Tasks
Finance
Prepare, update and manage project budgets.
Develop financial forecasts for DFID and ensure their accuracy within 5%.
Review financial transactions to ensure that they are accurate and allowable.
Review and correct monthly field expense reports and submit to DAI Europe Finance office, with labour tracker spreadsheet.
Approve monthly account reconciliations.
Approve weekly cash count.
Review and submit requests for funds to DAI Europe Finance office.
Monitor project advance registers and ensure that balance remains within a reasonable level, and that advances are cleared in a timely manner.
Review draft DAI invoices to client for accuracy.
Oversee any local invoicing, including required reimbursements from staff and any cross-billing between SSAPR components.
Serve as primary liaison with DAI Europe Finance office in London.
Operations
Supervise the preparation of all local contracts, subcontracts and purchase orders for goods and services, and coordinate with London office on agreements prepared there.
Prepare draft Terms of Reference for administration, finance and operations staff, for review by the Team Leader.
Oversee management of information technology (IT) resources
Supervise third-party IT support technician.
Ensure that all IT resources, including network infrastructure, computers, and software, are functioning properly at all times.
Coordinate with Grants and M&E Manager on Tamis usage and troubleshooting.
Supervise the management and utilisation of vehicles and offices, ensuring that project resources are properly used and maintained.
Approve monthly fuel consumption logs for vehicles and generators.
Ensure that the asset register is maintained. Conduct semi-annual inspections of all assets and submit register to DFID.
Supervise procurement of goods and services. Conduct regular spot-checks of vendors. If required, serve as primary liaison with DFID-approved procurement agent.
As required, facilitate and/or participate in the recruitment of staff and consultants.
Coordinate the mobilisation of all long- and short- term staff in DRC, and serve as point of contact for any London-based recruitment.
Ensure that project human resources policies and procedures are followed, and that they remain in line with DRC and DAI rules and regulations.
Lead the implementation of any security measures instituted by DAI and SSAPR management.
Ensure proper branding of project materials.
Ensure that all relevant insurances are adequate and properly maintained.
Grants
Supervise the work of the Grants Manager, ensuring that proposals are processed, and grants and payments approved, in a timely and professional manner.
Perform final review of grant proposal documentation in Tamis, prior to submission for approval by the Team Leader, focusing on budgetary and audit trail criteria.
Ensure that completed grants are closed out in a timely manner.
Ensure compliance with DAI grants manual and DFID policies and priorities.
Ensure that payments are made to partners within the contractual deadline required.
Other
Coordinate as required on operational matters with other DAI projects in DRC.
Coordinate as required on operational matters with other SSAPR components.
Contributions to reports, reviews, etc.

IV. Location and Duration of Work
A total of 220 working days are envisioned on an annual (12 month) cycle.
The assignment will be based in Kinshasa in the Democratic Republic of Congo, with regular field visits to provincial offices in Matadi, Kananga and Bukavu.

V. Supervision
The Operations Manager will report to the Team Leader.

VI. Qualifications
At least five (5) years of experience working on donor-funded projects in a related role. Demonstrated supervisory experience preferred.
Fluent in DAI and donor policies and procedures in regards to procurement processes, financial compliance, and grants management.
Excellent interpersonal skills and an ability to manage a diverse range of professional relationships.
University degree in international development, economics or related field, Masters degree strongly preferred.
Fluency in English and professional competency in French.
