Announcement:
The International Development Services Group (formerly IRG – International Resources Group) ofEngility Corporation seeks experienced and highly qualified candidates for the position of Khyber Pakhtoonkhwaa (KPK) Security Manager for the USAID-funded Pakistan Power Distribution Program (PDP). The PDP is
a four and a half year program that works to improve the technical and commercial performance in the Pakistan power sector through the introduction of new technologies and improved work practices in each of the nine state-owned power distribution companies (DISCOS).

The KPK Security Manager will be responsible for the health and safety of all PDP personnel working in KPK and travelling between KPK and other parts of Pakistan, principally Islamabad. He/she is responsible for the security of the office, the residence, and the PDP-owned materials in KPK. The KPK Security Manager will interact with the Pakistani Security Forces, local police, and the USAID Security and Safety Supervisor (SSS) in relation to KPK security matters. He/she will provide security advice and lend expertise to all PDP personnel located in KPK and ensure that the control measures in place for advisers to work and move around KPK are within acceptable safety parameters. He/she also will manage all matters related to field security and serve as security point of contact in Peshawar. The incumbent will be based in the Power Distribution Program staff house in Peshawar City.

Responsibilities:
Serves as the primary manager for physical and operational security in KPK
Regularly reviews and, where appropriate and with direction from Director Finance and Administration (DFA) and the PDP Security Manager, adjusts and improves staff security protocols
Provides a complete movement control system, in concert with the PDP Security Manager and the security sub-contractor, including liaison with KPK Government ministries on documentation in support of expat movements
Provides quality management and oversight of the local security subcontractor and its compliance with Pakistani laws pertaining to security operations, providing DFA and the PDP Security Manager updates of the sub-contractor’s performance and any local security issues brought to his/her attention by the sub-contractor
Performs route reconnaissance of all routes being used by PDP staff ahead of major activities and provides advice on actions to be taken in the event of a security incident. This may also involve liaison with USAID SSS and Embassy security staff for high profile events
Provides security monitoring of Peshawar Electric Supply Company security processes, particularly as they affect PDP staff, alerting PDP senior management of any lapses and requirements for remedial action
Performs quality assurance and quality review of all security related subcontracts
Performs other duties as needed
Deliverables and reporting responsibilities will include:
Day-to-day management of the local (Pakistani) security subcontractor
Daily security reporting and travel coordination for all personnel traveling around, to and from Peshawar/KPK
Briefing team members and short-term consultants on the security situation upon arrival in Peshawar
Updating emergency action plans and security protocols for KPK activities
Updating all physical security guidelines and actions related to an emergency or security incident; documenting security incidents
Coordinating any response to security or safety incidents (e.g. the follow-up after a road traffic accident, liaising with police and medical authorities) affecting PDP personnel within KPK
Supporting the PDP Security Manager in other PDP security tasks as appropriate and directed by DFA.

Qualifications
At least six years of experience in USAID, United Nations or other major European Union organizations’ operations, or military experience in security environments in developing countries and/or austere locations
Experience in planning and managing comprehensive personal security operations to protect assets, including threat assessment/site surveys, route reconnaissance and convoy protection, close protection of VIPs, defensive driving, vehicle search techniques, utilization of advanced security equipment and surveillance and counter surveillance, search procedures to conduct protective searches of vehicles and buildings, etc.
Experience in the management of facilities, including Perimeter defense, CCTV Installation/Control, Surveillance, Sweeps, etc.
Experience in transportation management, including Driving/Walking Drills, Offensive/Defensive Driving, management of vehicle movements in a heightened security environment
Vehicle Operations experience, including training and qualification in Advanced Defensive Driving, Armored Vehicle Driving, and Vehicle Maintenance
Experience in supervising small arms to provide direction and quality management of the security sub-contractor’s armed staff
First Aid/Rescue experience and qualification in CPR, First Aid, First Responder, and Battlefield First Aid
Project management and liaison experience with U.S. Government security agency representatives
Cultural sensitivity and ability to manage a local (Pakistani) security subcontractor
Strong communications skills which will require conducting advisor security meetings and client meetings.
Effective public speaker and writing skills that may include daily correspondence with the main PDP project office and project senior management
