Regional Safety Advisor/Logistics Coordinator - West Africa

Overall objective
DRC is looking for a Regional Safety Advisor with strong Logistics Coordination capabilities for its programs in West Africa with particular focus on Mali & Burkina Faso. This is a new position in a very dynamic regional program that is currently expending to Burkina Faso & Mali. Candidates are asked to apply only if they have both sets of experience in their profile and demonstrate the willingness to be flexible with regards to priorities set out for them in the field. The position requires fluency in French and English.

The RSA/Log Co is responsible for the development and implementation of the DRC Risk Management System (RMS) in West Africa, in close cooperation with DRC´s Regional Management team and Safety Focal Points in the field and in HQ. The RSA/Log Co will be responsible for the Safety and Security as well as the linked logistics aspects of DRC´s program in West Africa with particular focus on Mali and Burkina Faso. The RSA/ Log Co will provide support to the set up and coordination of regional logistics as needed and required by the regional management. The RSA/Log Co will report to the Regional Director for West Africa (RD) and coordinate with the Country Director for Mali & Burkina Faso (CD) and Security Logistics Admin Finance (SLAF) Managers Burkina Faso and Mali to exchange on security situation and set up.

Background The Danish Refugee Council (DRC) has been operational in West Africa since 1998. Our aim is to contribute to the peace and stabilization, protection and promotion of durable solution to crisis-affected populations in the region. The overall strategic objective of the program is: Support peace and stabilization, protect and promote durable solutions to conflict-affected population in Liberia, Côte d’Ivoire, Guinée, Burkina Faso and Mali on the basis of humanitarian principles and fundamental human rights.

Duties and Responsibilities
Logistics & Staff Management The RSA/Log Co will (in collaboration with the existing security Focal Points in WA, Country Directors and Regional Director): • Facilitate (in terms of logistic support and set up), as required by Regional management, in the set up and implementation of emergency responses in the region including procurement plans, tenders, sourcing, contracting, arranging transport and warehousing as well as delivery to beneficiaries. • Assist in terms of logistic support, the opening/ closing of field or country offices • Ensure that all programs have appropriate safety and security equipment, including pertaining to the vehicle fleet, generators, radios and means of communication.
• Ensure that donor budgets are developed accordingly to sustain safety & security costs. • Ensure that the management of warehouse facilities follows safety and security rules as well as risk management rules to prevent loss and mismanagement of humanitarian assets & goods • Ensure regional monitoring of DRC´s field office communications system (satellite, HF & VHF radio). • Harmonize clear regional policies on use, maintenance and repair of vehicles in compliance with DRC´s Operations Hand Book (OHB) • Ensure compliance in the region to the OHB in particular with regards to procurement & supply chain • Establish regional contingency plan in terms of Logistic Support. • Establish a regional follow up system of movement by road. • Hire, train and appraise staff in area of responsibility

Safety & Security Pursuant to Chapters 19 & 20 of DRC´s Operational Handbook, the RSA will (in collaboration with the existing security Focal Points in WA, Country Directors and Regional Director): • Facilitate Risk Assessments (RAs) and support the implementation of mitigation measures. • Manage the Safety Level System (SLS) for the programs in West Africa and ensure that they submit accurate and timely SLS assessments. • Lead the development of contextualized risk management policies, protocols and procedures. • Facilitate program access and continuity through the provision of informed advice • Manage safety related information and provide regular analysis and reporting through situation reports and advisories • Centralize safety documentation, data and records (training register, incident tracking, etc.) • Develop, support and facilitate/deliver safety-related trainings to security Focal Points and DRC staff • Mentor and provide technical supervision to DRC Security Focal Points and other staff with safety management responsibilities • Brief all new staff as per safety and security procedures. • Recruit and train as required national safety officers • Coordinate the Crisis Management Team (CMT), and support program Incident Management Teams (IMTs). • Carry out quality control and compliance audits of safety-related policies, protocols, procedures and regulations, including MOSS audits • Represent as required / relevant DRC at inter-agency security fora • Act as the focal point for the procurement of safety-related equipment, facilities and other resources • Conduct assessment missions to other countries/programmes as directed by the Global Safety Adviser in coordination with Regional Director and HQ desk • Ensure that appropriate information is available to WA senior management team including HQ HoD regarding security in region and share with the staff on the ground. • In coordination with DRC security focal points the RSA is responsible for security planning including regular updating of security and evacuation plans and measures, and implementation of security and contingency plan

Qualifications Required • Professional experience in humanitarian work especially in emergency/ conflict and post conflict settings • Minimum of 8 years of field experience, including at least 4 years working in the field of safety & security management and 4 years in the field of logistics • Demonstrated strong management capacity as well as hands on experience in logistics
• Capacity to work within systems as well as develop new ones to allow for better implementation of operational procedures and adherence to compliance standards (Operations Hand book and Donor procurement guidelines) • Experience in staff training, mentoring and development; • Experience with relief/emergency response activities in insecure environment, especially assessments and set up are an advantage; • Willingness to live and work in an insecure environment with limited physical amenities; • Excellent interpersonal and negotiation skills; • Fluency in French and English (spoken and written) is a must •
Preferable • Notions of Arabic and/or Bambara • Previous work experience in the Sahel area • Good team player, flexible and willing to integrate into a dynamic team • Prior DRC/DDG experience • Understanding of displacement /AVR related programming
