This incumbent of this position serves as an RSO Kabul Personnel Recovery Specialist in the Bureau of Diplomatic Security, Office of International Programs. This position is based in Arlington, VA and requires frequent, extended temporary duty deployment to Kabul, Afghanistan (approximately 75% of the year in Kabul). The incumbent of this position will serve as an advisor to senior management on all Personnel Recovery related issues, assist in the development and implementation of a U.S. Mission Afghanistan Personnel Recovery Plans that coordinates with Chief Of Mission security measures with those of interagency community and Afghan Government.

Key Requirements:
Incumbent will be subject to random drug testing.
Must be able to obtain and maintain a Top Secret/SCI clearance
U.S. Citizenship is required.
Relocation expenses will NOT be paid.
Medical clearance is required
Extensive Overseas travel is required

Duties
-Serve as a Personnel Recovery (PR) Subject Matter Expert (SME) and advisor to the senior Regional Security Officers (RSO) on all Personnel Recovery (PR) related issues, as well as advisor to Post leadership and to other civilian agencies under Chief of Mission authority on personnel recovery issues.
-Develops and implements a U.S. Mission Afghanistan Personnel Recovery Plan (PRP) that coordinates Chief of Missions security measures with those of the interagency community and Afghan Government.
-Coordinates RSO/COM efforts with other Government Agencies (OGA), military, private/civilian organizations and appropriate Afghan entities on all aspects of the PRP to include prevention, preparation and response to hostage taking or isolation of personnel, in accordance with current U.S. government policy.
-Develops and manages individual collective PR training program consistent with COM and U.S. government policy requirements. This training may include, but is not limited to, individual isolation training, training for PR responders/managers, and training usage of multiple “tag, track, and locate” (TTL) devices as dictated by COM security policies and directives.
-Implements PR Standard Operating Procedures in accordance with Diplomatic Security policies and identify resources to support the RSO operations throughout Afghanistan.
-Assess procedures and capabilities currently in place for recovery of COM personnel and American citizens from anywhere in Afghanistan.
-Performs other security related duties and responsibilities as directed by the Regional Security Officer (RSO).

Applicants must have 1 year of specialized
experience equivalent to the GS-11 level in the
Federal service which provided the applicant
with the particular knowledge, skills and
abilities to perform the duties of the position.
Qualifying specialized experience must
demonstrate the following:

1. Experience with all aspects of U.S. Government Personnel Recovery operations, including interagency operations/coordination; U.S. Government operations and overseas embassies and consulates, command, control, communication, intelligence and special operations.
2. Experience conducting Personnel Recovery training and development.
3. Experience utilizing a Tracking and locating system and their applications related to personnel recovery programs.
4. Experience reacting to an crisis situations, such as kidnapping and hostage taking.
5. Experience analyze personnel recovery issues and identifying appropriate solutions.


There is no substitute of education for
specialized experience for the GS-12
position.

6. Ability to analyze complex issues and identify appropriate solutions.
