Context:
The Staff Security Unit (SSU) is responsible for safety and security management throughout the Organization. The Unit identifies the Organization’s institutional responsibilities in relation to all aspects of occupational safety and security and advises the Office of the Director General accordingly. The Unit also oversees its operations centre, training and technical security support located at IOM Manila (Global) Administrative Centre, coordinates with and provides oversight for all field-based security personnel, including IOM mission Security Focal Points. SSU’s global security management is directly linked to the United Nations’ Department of Safety and Security (UN DSS) through a long standing Memorandum of Understanding (MoU).

Under the overall supervision of the Director General and direct supervision of the Chief of Staff, the successful candidate will be accountable and responsible for monitoring safety and security matters, oversee IOM’s Security Policy, develop appropriate security strategies in-line with the Organization’s mandate and make appropriate recommendations to ensure the safety, security of all IOM personnel and the protection of IOM assets.

Core Functions / Responsibilities:
Oversee and manage the Staff Security Unit, providing effective leadership and guidance to IOM personnel involved in all aspects of safety / security management.
Supervise and coordinate safety/ security management of all IOM personnel, and the protection of the Organization’s assets.
Design, implement and coordinate safety/ security policy/procedures for IOM in accordance with IOM’s responsibility, accountability related to our MoU with the United Nations Department of Safety and Security (UNDSS).
Provide policy and technical safety/ security advice and guidance to IOM personnel and its missions. Ensure that systems and procedures are in place to disseminate IOM and UNDSS safety/ security policy/ procedures and instructions to all missions, in a timely manner.
Design and implement IOM safety/security-related strategies and carry out a periodic review of SSU’s strategic plan and revise as required.
Constantly monitor IOM operations in high risk environments to ensure that safety/ security procedures are in place and complied with - this is done in coordination with IOM SSU’s Operations Centre in Manila, Philippines.
Support and promote safety/ security management and awareness throughout the Organization. These efforts require attendance at meetings/ forums with the senior managers, partner agencies, government security services, United Nations agencies/ programmes, the Inter-Agency Standing Committee (IASC), and the Inter-Agency Security Management Network (IASMN), the policy decision-making body of the UN Security Management System.
Develop, in coordination with the Chief of Staff, the Director of Resources Management (DRM), and the Chief of Budget (BUD) SSU’s annual operational and UNDSS costshare budgets. Frequently review, in coordination with the above officers, IOM’s Security Funding Mechanism and report on its financial state, assessing its potential address IOM’s longer term general security funding needs and emergency requirements.
Advise the Director General, Deputy Director General and the Chief of Staff on relevant safety/ security management issues, both operational and policy related. Provide reports, assessments, advice and frequent briefings to IOM’s Senior Management Team and donors, concerning SSU’s activities and significant security threats/risks/trends/incidents.
As required conduct and/or oversee mission safety/ security assessments to ensure compliance with relevant policies and procedures. Make appropriate recommendations to strengthen these systems and address non-compliance.
As required, conduct various investigations related to safety, security incidents involving IOM staff and/or the Organizations assets. These investigations should be coordinated with the Chief of Staff and other relevant units/ departments who may have a specific interest/mandate related to the investigation (ie. Human Resources Management (HRM) Division, Office of Legal Affairs, Occupational Health Unit (OHU), and Office of the Inspector General (OIG).
Direct management of the daily operations of IOM’s Staff Security Unit (SSU). Review and assess general and urgent staffing needs related to the Unit’s operations and in support of emergency operations .Lead and guide the Unit regarding mission operational and strategic analysis related to threats/ risks posed to IOM staff, missions and programmes.
Perform such other duties as may be assigned.

Anticipates and prepares adequate responses to matters affecting staff safety security
Displays constant availability to respond to challenges/emergencies.


Desirable Qualifications and Experience:
Completed advanced university degree from an accredited academic institution in Law, Security or Disaster (Risk) Management, International Studies, Political Science or Communications
Minimum of ten years of experience (or twelve years for candidates with a first level university degree) in security management systems or law enforcement
Experience in applying theoretical, technical and practical security knowledge in a national and international context
Advanced training, comprehensive well-rounded knowledge of various security management policy and procedures, current awareness of safety/ security technologies, combine with a diverse background in police, military, government or private sector security management within an international context
Experience in UN missions, international peacekeeping, emergency humanitarian operations, strategic security planning and operational security management with national/regional security agencies, private companies or international organisations highly desirable.

Languages
Thorough knowledge of English.
A very good working knowledge of another IOM/ UN official language(s), particularly French a distinct advantage.
