Electoral Security Advisor-Afghanistan

Project Description:
The goal of IFES through the “Support for Increased Electoral Participation in Afghanistan” program is to support the effective and educated participation of Afghan voters in the electoral process and to encourage transparent and accountable elections through increased citizen participation. Through this program, IFES is committed to assisting the Independent Electoral Commission of Afghanistan (IEC) as it prepares for the 2014 presidential and provincial council elections, in coordination with UNDP ELECT.
Job Responsibilities:
• Consult with a range of electoral security actors, inclusive of the Independent Election Commission of Afghanistan (IEC), Afghan National Army (ANA), Afghan National Police (ANP), Afghan National Directorate of Security (NDS) and the International Security Assistance Force (ISAF), to gather information on their role and their plans for the 2014 elections; • Review the security structure and operations currently in place for the 2014 elections, including security-related plans of UNDP ELECT; • Review the IEC election operations plan for security features and activities; • Review progress on the ANSF election security plan under development, if accessible to IFES; • Review plans and procedures for delivery and retrieval of sensitive materials (e.g., ballots, results forms, seals, etc.) before, during and after election day; • Review standard operating procedures for an elections security operations center (ESOC), if procedures are in place; • Assess communications and coordination between the IEC and appropriate security organizations, and make recommendations for improvements, including contact points; • Develop an election security risk matrix that will outline the types and levels of risks, and identify recommendations to minimize risk and respond to incidents/escalations; • In coordination with IEC, identify potential training needs and target audience for elections security trainings; • Determine training needs and level of likely cooperation of NDS, ANP and ANA for potential elections training; • Develop election security related staffing suggestions for the IEC, including activities of a security advisor;

Qualifications:
• Experience conducting analysis of electoral security issues in post-conflict/conflict environments; • Experience in election administration, particularly in regards to election security operations; • Experience working with security stakeholders, including ministries, national government authorities, international actors, etc.; • Ability to work under tight deadlines and in a difficult and politically sensitive environment. • Experience in Afghanistan desirable.
