JOB CONTEXT: Iraq, as a result of the US-led invasion in 2003 and consequent on-going tense situation remains a volatile environment with major security related constraints, especially in terms of restriction of mobility. Despite a general improvement since 2007, the political is still not resolved and the evolution of the situation remains quite unpredictable. In Iraqi Kurdistan Region, where our mission is based, overall situation and the living conditions are much better than in the rest of the country. Nevertheless, the environment still remains in some way unpredictable. Good security rules are in place and need to be strictly observed, for one’s own security.

At the moment we are implementing the following projects in Iraq: • The Community Based Risk Education (CBRE) project (North and South Iraq); • The Multi stakeholder initiative (MSI) to improve access to rehabilitation services in Iraqi Kurdistan region (North Iraq); • The Victim Assistance project in Northern Iraq

JOB DESCRIPTION: Within HI’s Middle East programme, you are responsible for the implementation of all the activities under the project. Based in our Office in Erbil, under the line management of the Head of Mission, you will coordinate 2 project officers (one in North, one in South) and 3 project assistants working in 3 governorates of Northern Iraq. Some activities will be implemented in close partnership by a local partner in the South. The activities will be coordinated with the Mine Action Centres in Erbil (North) and in Basra (South) and with UNICEF teams in Erbil and in Baghdad.

You will work in collaboration with our Risk Education Technical Advisor, in HQ who will provide you with technical support.

Under the responsibility of the Head of Mission and with the support of the Technical Advisor (TA) you will be responsible of the overall management of the Community Based Mine Risks Education project. The main objective of this project is to reduce the impact and risks posed by Conventional Weapons (CW) on civilian populations and community development in targeted affected areas in Iraq in a sustainable manner through risk mitigation.

Your responsibilities will be: • Be in charge of the project management and coordination • Monitoring and reporting of the project and activities • Budget, administration and logistics management • Human resources management • Contribution to Iraq mission development The post requires frequent travel within Iraqi Kurdistan region, some possible travel to Amman for work sessions with the regional programme team, and rest and recuperation periods (se specific rules applying)

CANDIDATE PROFILE: You will: • Have a University degree in Political Sciences, Social Sciences, International development, International cooperation or other relevant field. • Be Experienced in Mine action / Risk Education related programs • Have Experience in community-based participatory methodologies • Proven project management experience and project development skills • Excellent Teaching and Training skills

JOB ENVIRONMENT: Life in Erbil is quite easy with low security threats, but can become at time a bit more difficult, mainly for security reasons: • Because of security matters, social life has been suffering of certain restrictions so far. However, it’s very much possible to go out for dinner at restaurant, or gather with local friends or others NGOs and private companies’ mates in each other’s place, although some of them are very careful about staying at low visibility. • For security and economic reasons, all expatriates are living in a shared house (not more than 4 persons); Upon authorisation from the desk, a couple of short monitoring visits in southern Iraq, where high level of security applies, is foreseen. Living costs in Erbil (and Kurdistan in general) are relatively similar to the European countries; Weather is generally dry, with little rain. Summer heat is very high (could reach above 50°C), average temperature being around 40-45°C. Winter can be quite cold, but temperatures rarely descend below 0°C;

EMPLOYMENT CONDITIONS: This is an unaccompanied position Salary: 2000 to 2300 gross salary/month (depending on experience) + 457 Euros expatriation allowance + medical cover + repatriation insurance + Family policy OR Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% medical cover + repatriation insurance
