OBJECTIVES OF THE PROGRAMME :
The objectives of the administration and finance division are to optimize the implementation of WHO's global health mandate through effective and responsible management, administration and supportive policies, systems and services and to promote a collaborative working environment, ensure prompt financial, programme implementation and monitoring and efficient distribution of resources in support of WHO's leadership role in international health.

Purpose of the Position:
Provide administrative assistance and support the Security Management of WHO in EMRO and the Eastern Mediterranean Region (EMR) in order to enable the implementation of WHO programmes, projects and activities in a safe and secure manner.

Description of duties:
Organizational Context:
- This position is under the direct supervision of the Regional Field Security Officer (RFSO) who provides overall technical direction regarding security policy and procedures, and the guidance of the Director Administration and Finance (DAF), in collaboration with the WHO Security Focal Point, Director of Operational Support Services, HQ, and the Security Coordinator, HQ.
- The incumbent plans steps and performs day-to-day routine tasks independently. Complex issues or deviations from established procedures are discussed and resolved with supervisor. Some judgment is involved to determine appropriate methods to handle the various security issues and to adapt established practices to assigned work.

Summary of Assigned Duties:
Within the framework of WHO's Security Management Structure, the duties are:
1. Collect, update and disseminate information regarding the security of WHO through the following:
a. Collect and verify the security information pertaining to EMRO and WHO Country Offices (COs), to enable proper analysis by the RFSO;
b. Disseminate information on security to various stakeholders, as required;
c. Support the RFSO during the conduct of self-assessment of Minimum Operating Security Standards (MOSS) for EMRO and the COs; in collaboration with the COs' security focal points;
d. Report security incidents affecting WHO personnel, offices and assets;
e. Update and maintain the list of WHO security focal points within the region, liaise regularly with the United Nations Department of Safety and Security (UNDSS) and security focal points of other UN agencies.

2. Maintain the WHO Security Contingency Plans as well as the WHO Warden System, through the following:
a. Assist in the preparation, review and implementation of WHO Contingency Plans (Fire Plan, Building Evacuation Plan) in accordance and complementation with the Business Continuity Plan and the Country Security Plans as advised by supervisors.
b. Maintain WHO Warden Systems, both for national and international staff, including the conduct of exercises and the regular radio checks, as well as the administration of the Emergency Communications System.

3. Facilitate training courses on security awareness and preparedness, security briefings, drills and exercises on the Contingency Plans for WHO personnel, and provide security orientation to newly assigned staff members, as instructed by the RFSO and in cooperation with UNDSS.

4. MOSS and MORSS Compliance:
a. In collaboration with the Administrative Services Unit (ASU/BDM), monitor existing security measures for the safeguarding of staff, visitors, WHO property and premises, as well as the premises security and emergency evacuation plans and report any discrepancies to the supervisor.
b. Confirm adherence to UN Security Management System procedures and practice including security clearance.
c. Monitor, update and maintain a record of MOSS and MORSS compliance levels of WHO in EMR.

5. General Administrative Assistance to the RFSO:
a. Arrange appointments, receive visitors, place and screen telephone calls and answer queries with discretion, and take minutes and/or notes at meetings as required.
b. Liaise with WHO administration when preparing RFSO travel, procurement of office equipment and supplies, and other logistics.
c. Type security reports in a timely manner according to UNSMS guidelines that include reporting/updating security incidents/database.
d. Update RFSO on other administrative matters, such as material, financial and other resources available for the security function in EMRO and EMR.
e. Maintain liaison with commercial companies used for WHO security at offices and residences, in order to ensure the effective and efficient use of guards.

Achievement Activities Include:
- Update and maintain required databases such as contact details in relation to WHO security contacts, updated guidelines, measures, standards and policies, staff lists, routine and confidential correspondence files/documents, etc.
- Maintain the content of the intranet security site with updated guidelines, measures, standards and policies.
- Maintain a safe and secure workplace in EMR and EMRO, in compliance with rules and standard operating procedures.

REQUIRED QUALIFICATIONS
Education:
Essential: Completion of secondary education supplemented by training in security management.
Desirable: First level university degree or equivalent in Political Science, Military Studies, Security Management, Management or a relevant field.

- Excellent knowledge of Microsoft Office application.
- Knowledge and ability to operate ERP systems is an asset.
Experience:
Essential: 5 years relevant experience in security, preferably in the military or police context or related field of work.

Desirable: Some experience with diplomatic/international organizations; previous UN experience in the military or police.
Languages:
Excellent knowledge of English and Arabic. Working knowledge of French is an asset.
