Syria Safety & Security Advisor

General Description of the Programme:
The current Syrian conflict started in March 2011 with nation-wide demonstrations calling for the resignation of President Assad. The rapidly deteriorating situation in Syria since March 2011 has been described as passing through three distinct stages: Initial political concessions, which were unenthusiastically implemented and accompanied by the opposition’s repression, evolved into a
security solution which led sections of the opposition into an armed response, until the current phase of civil war came to pass with both sides seeking a military solution. GOAL is delivering humanitarian aid, in cooperation with local partners, to displaced persons in Idlib Governorate in the north west of Syria. Conditions on the ground in Syria in relation to safety and security continue to develop and these developments present both opportunities and risks for GOAL. The fluidity of the situation will require consistent vigilance on an organisational and personal level if risks to the programme are to be properly identified and mitigated against.

General Description of the Role:
Reporting to the Country Director (CD), the Safety & Security Advisor will inform senior management of safety and security related issues and ensure that they are kept informed of all security developments and are in a position to take appropriate action when required. The Safety and Security Advisor is responsible for ensuring that appropriate systems and procedures are in place to maximize the safety and security of all GOAL staff and that these systems and procedures are adhered to at all times. The Security Advisor is responsible for working with programme managers at all levels to ensure that safety and security is mainstreamed into all areas of operations.

Overall Objectives of the position:
•To ensure that appropriate systems and procedures are in place and are fully operational •To improve and drive the threat assessment and risk analysis process •To develop information systems so as to provide analysis of potential threat to GOAL programmes •To ensure that all GOAL staff have a high awareness of the safety and security risks they face while working in Syria and that they take all necessary steps to minimize the risks they face or to mitigate the impact of an safety or security event occurring •To maintain close contact with information sources in both Turkey and Syria

This will be achieved through establishing appropriate infrastructure, providing initial and ongoing training, support and supervision to all staff and institutionalising the collection, analysis and dissemination of security information. Travel to field sites may be up to 60% of the time.

Key Duties are:
•To be a focal point for Safety and Security issues for GOAL operations •To liaise efficiently and effectively with the Global Security Advisor and CD in terms of information and analysis •To be familiar with GOAL’s Safety and Security procedures and policies and support the CD in ensuring that these are implemented and adhered to at all times
•To continually review all safety and security procedures and policies, ensuring that they are kept relevant to the evolving safety and security context of each location and communicating and implementing these accordingly •To develop/review contingency plans as required •To ensure that all preparedness measures as laid out in the security guidelines are in place and rolled out, in particular evacuation plans and security trees •To regularly conduct field visits to assess that the field sites comply with safety and security procedures •To provide recommendations to the CD on any aspect of a field site’s safety or security management. Included in the recommendations should be guidance on how to implement the recommended improvements •As tasked by the CD, either directly implement recommended improvements or support other staff designated with the task •To implement and advise on regular in-country (refresher) training for GOAL staff in relation to safety and security, including fire fighting and first aid
•To develop a progressive training/revision programme for all staff and as required, source external training to meet identified training needs •To ensure that there is adequate focus on (refresher) training needs for drivers and guards •To ensure vehicle and personnel tracking systems are appropriate, fully resourced and operational •To timely and effectively liaise with all appropriate parties with respect to security issues •To initiate, review and collate security incident reports for each location and initiate appropriate ‘lessons learnt’ processes •To provide security briefings as part of the induction for new staff and visitors •To prepare weekly security SitReps for the CD

Requirements: (educational, language, etc.)
•At least 3 years field experience with an INGO or within the international community with responsibility for safety and security management •Fluent written and spoken English •Fluent written and spoken Arabic •Proven ability to produce timely situation reports and an analysis of events. •Sound judgment, diplomatic tact, maturity and common sense •Experience in liaising with various agencies •Experience in working with a team •Experience in designing and providing safety and security training •Knowledge and understanding of the political, social and security situation within Syria and in the Syria/Turkey border area

Contract Length: 6 months initially with the possibility of extending for up to 2 years.
There will be a 3 months probationary period
