CANADEM is seeking a senior expert in military personnel planning to help reform the Libyan Ministry of Defence/Armed Forces personnel system. The selected candidate would work as part of UNSMIL (UN mission to Libya).
The main requirement is - fully knowledgeable expert in military personnel matters [as opposed to a general expert who is familiar with them]. The person must have technical knowledge on how to
organize retirement packages for superannuated personnel, especially officers. He/she must also have deep technical expertise in things like conditions of service, pensions, promotions, other benefits, etc.
Candidates do not have to be military. Selected candidate could be an Ministry of Defence civil servant, for example.
Initially, this position is for a 3 month embedded consultancy, with subsequent evaluation to determine further steps. After the 3 months, UNSMIL would evaluate the best way to proceed.
Arabic is not mandatory but is nonetheless highly desirable in order to maximize interaction.
Ideally, the candidate would deploy before the end of the calendar year.
