Logistics & Security Manager - Jordan

In response to the increasing rate of displacement from Syria to Jordan, NRC is looking for immediate and medium-term opportunities to address needs with a focus on areas where NRC’s strength and added value may be relevant.

NRC requires now a Logistic and Security Manager who is the overall responsible for NRC’s logistic activities and security set-up in Jordan. The Logistics and Security Manager reports to the NRC Country Director in NRC Jordan.

Job description Overall responsibilities ■Strengthen and support the NRC Jordan program with special emphasis on procurement, distribution, transport, logistics and security ■Develop the response system within Logistics ■Recruiting, training and capacity building ■Assist in logistics budget preparation and follow up ■Ensure that reporting deadlines are met ■Ensure timely delivery of support services to projects

Logistics/ procurement ■Manage accounting, reporting, internal control systems and maintenance of records ■Responsible for all logistics structures and staffing levels ■Develop contingency plans for rapid up scaling of logistics & procurement capacity ■Maintain and develop procurement pipelines for future emergency responses ■Responsible for agreements with suppliers ■Responsible for regular market survey ■Directly supervise the procurement done in NRC Jordan

Transport/ garage ■Responsible that procedures are in place for quality control (maintenance) of vehicles ■Responsible for current database for transport and ensure implementation of database in sub offices ■Responsible for vehicle case files, reporting, internal control systems and advise

Stock Management ■Management of stores and system in place for dispatching items within the office and to the field offices ■Establish system for random check/inventory of stores ■IT, Communication and Power ■Establish and supervise system for the use, maintenance and management of communication equipment and computers ■Develop inventory system in place ■Supervise development and maintenance of electrical network and generators

Personal qualities ■Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress ■Proven communication, interpersonal, representation, negotiation and leadership skills ■Goal oriented and visionary ■Political and cultural awareness ■Flexible and creative, and it helps if you have a sense of humour ■All employees of the Norwegian Refugee Council should be able to adhere to our Codes of Conduct and the four organizational values: Dedicated, innovative, inclusive and accountable

Qualifications ■Relevant experience and/or higher education, preferably within logistics/security/management ■Minimum 5 years operational experience within logistics, security, management, administration, financial management, report writing, and logistics ■Strong experience within international procurement ■Experienced field worker with background from complex emergencies, and with experience from working in a difficult security environment ■Fluency in the English language ■Proficient in Arabic language ■Computer skills – database knowledge essential, wireless networking ■Holder of a valid international driver’s licence

We offer ■Commencement: January 2013 ■Contract period: 6 months with possible extension ■Salary/benefits: According to NRC’s general directions. Please note that tax fees may occur for some countries ■Duty station: Amman. This is a family posting. Programme follow up will require frequent travelling in the operational area. Travel is dependent on changing security conditions.
