1. Person Specification
To be educated to GCSE standard as a minimum
To have a working knowledge of Housing Benefits regulations
To have a working knowledge and understanding of the legislation applied in cases of Housing Benefit fraud
Possesses a good working knowledge of all common office IT packages
An ability to work independently and as part of a team

2. Job Description (General)
Support and complement the Housing Benefit Fraud Investigation Team to determine whether criminal offences have occurred
From time to time assist with other aspects of non Housing Benefit fraud and irregularity work (including project work and value for money studies) and unplanned ad hoc and special investigations work
Other associated duties as required

3. Job Description (Activities)
Carry out all intelligence work in accordance with:

o Local Authority Fraud Investigator's Manual
Relevant Legislation including the Social Security Administration Act 1992 (as amended), Police and Criminal Evidence Act 1984, Criminal Procedures and Investigations Act 1996, Data Protection Act 1998, Regulation of Investigator Powers Act 2000 and the Proceeds of Crime Act 2002; recognised best practice; Investigator's Code of Conduct.
Maintain a working caseload of enquiries and with minimal supervision ensure checks are made and followed up in a timely manner.
Gather intelligence and evidence from various sources, including landlords, employers, Police, Inland Revenue, Department for Work and Pensions, other Local Authorities, Registrars (births, deaths and marriages), Experian, Companies House etc. as directed.
Obtain and disclose information in accordance with the Data Protection Act 1998 and the Social Security Administration Act 1992 (as amended)
Maintain comprehensive records and files of checks made and information disclosed, as prescribed by the Criminal Procedures and Investigations Act 1996
Present short written reports of the enquiries made to either pass to investigators or to close the referral.
To assist in interview claimants formally and informally, in their homes or at Council Offices, using and complying with all relevant prevailing legislation;
To assist in carrying out interviews under caution in the role of a second officer, in accordance with the Police and Criminal Evidence Act 1984;
When required to carry out visits to members of the public and other third parties (including landlords and employers) in their homes or offices;
Undertake and satisfactorily complete all work in accordance with agreed time-scales and quality;
Conduct other office duties including photocopying and filing
