Responsibilities
[This post is located in Juba, South Sudan in the Office of Rule of Law and Security Institutions Support Office. The Senior Corrections Officer reports to the Director of Rule of Law and Security Institutions Support Office (ROLSISO), and, subject to the agreement of the national authorities, works directly with the Director-General of the Prisons Service.] Advise on the restructuring and the related development of the National Prisons Service; assist national prison authorities in the development of operational aspects of the prison system, including the application of relevant international standards, development of legislation, rules
and regulations, policies and procedures; advise on rehabilitation of facilities by development of project proposals and QIPs to address critical issues in liaison with the Prison Reform Officer and Prisons Programmes Officer. Work with other components of ROLSISO in mapping arbitrary and prolonged detentions in prisons; work with the Rule of Law Indicators Project (ROLIP). Establish and maintain contacts and built effective working relationships with national government officials and civil society representatives, including counterparts in the Ministry of Justice and other relevant Ministries, the police, the courts, women’s groups, non-governmental organizations, and donors. Participate in coordination mechanisms at Mission level, maintaining close working relationships with relevant components (human rights, police, justice, gender, etc.) and UN agencies, and represent the Mission as required. Perform other tasks as requested by the Director of ROLSISO.

QUALIFICATIONS
Education
Advanced university degree (Master’s degree or equivalent) in justice studies, prison administration, management or social sciences with specialization in criminal justice administration or related field. A first-level university degree in combination with other relevant academic qualifications and experience in corrections/prisons systems may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible professional experience in a corrections/prisons system, including experience at senior policy and planning levels, is required. Twelve years of such experience is required if the applicant possesses only first level university degree (Bachelor’s). At least two years of relevant experience in an African country is required. At least two years of professional experience in providing technical assistance to corrections/prison systems outside the applicant’s country of birth and/or nationality is required. United Nations Common System field experience at managerial level, especially in a peacekeeping operation or providing technical assistance at developmental level outside the applicant’s country of birth and nationality is highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second official United Nations language, preferably French or Arabic, is desirable.
