Project Description:
The Australia Pacific LNG (APLNG) Project is a coal seam gas (CSG) to liquefied natural gas (LNG) development project on Curtis Island, near Gladstone, Queensland. Gladstone is located approximately 450 kilometers north of Brisbane on the east coast of Australia. Australia Pacific LNG has Australia’s largest CSG reserves position and is well placed to enable the creation of a world-class, long-term industry in Queensland, Australia. The Project consists of the development of the LNG plant which will have a processing capacity of up to 9 million tons per annum (Mtpa).
Bechtel is performing the Engineering, Procurement and Construction (EPC) on the project. Portions of this work will Modularized. The Modularization assembly will be completed on Batam Island, Indonesia. Batam Island is located one (1) hour (by ferry) south of Singapore. The project is scheduled for completion in 2014. The project will be performed using a Bechtel Direct Hire workforce with select subcontract support.
Role Overview:
Directs the identification, development, implementation, and maintenance of security strategies and programs so as to respond to security conditions and incidents, and minimize risk of personal, physical, or financial harm to Bechtel assets, employees, and dependents.
Develops, plans, organizes and directs the activities of on-site security staff and ensures their actions comply with legal and regulatory requirements as well as meet corporate and customer needs.
Coordinates security requirements with Module Yard Security Team.
Informs management of major accomplishments, issues and concerns.
Develops and maintains close relationships with Batam Island and other local law enforcement, intelligence and security agencies, and private sector counterparts to support the continuous monitoring of threat-related intelligence and the timely development of threat assessments regarding travel safety, project and/or office work-site feasibility, incident management, and evacuation activities for Bechtel employees.
Implements appropriate security awareness and training programs to enable employees to keep themselves and their families secure in the workplace, residence and other places and facilities they frequent. This includes identifying cultural aspects that may impact employees and dependents in Indonesia.
Directs, as required, the executive protective services program, including: providing personal security services for specified executives, families and facilities; developing policies applicable throughout Bechtel; and furnishing guidance and planning assistance to permanent offices, as well as determining need for, and managing procurement, installation and operational instruction of security equipment required at the residence, vacation homes or offices of company executives.
Directs, as required, the administration, operations, policy formulation and activities of a project or office security program to ensure compliance with Department of Defense, Department of Energy, Nuclear Regulatory Commission and/or other appropriate governmental agency security regulations.
Ensures implementation and maintenance of policies for the safeguarding of internal security data, reports and case documentation; administers security programs to meet appropriate national and/or foreign government standards and regulatory requirements to protect client proprietary information.
Supervises investigations of acts against Bechtel personnel, property, or other interests.
Directs the development of security and emergency preparedness procedures, policies, plans and programs.
Recruits, develops, and provides specialized training for security service personnel, as required.
Supervises and evaluates the performance of assigned security personnel, and makes recommendations on personnel and salary administration to functional management.
Formulates specifications for contract security services, assists in evaluating contractor proposals, and supervises and evaluates performance of contract requirements.
As required, represents Security Department at meetings and consultations with client representatives, governmental security agencies and industry associates.
Develops budgetary requirements for security activities and manage the implementation of approved budgets.
Will provide support / coverage for employees on schedule R&R as directed by Module Yard Site Manager.
Job Knowledge:
Formal and specialized training in industrial security, criminal justice, industrial relations, personnel and resource management, or associated disciplines, and significant experience with a major law enforcement, intelligence, public or private sector security organization.
Extensive knowledge of current physical security principles, procedures, and equipment applicable to protection of construction activities, offices, and senior executives in national and international environments.
Prior experience in managing security programs, including program planning, budgeting and personnel administration.
Required demonstrated experience in the international security arena, preferred Indonesia.
Capable of obtaining security clearances as may be required for access to government classified information.
Highly skilled in verbal and written communications with government officials, senior management, contractors, and client representatives.
Ability to speak Bahasa is an asset.
