Project Description:
The Ras Al Khair Aluminium Smelter Project, to be built for the Ma’aden Aluminum Company (MAC) entails the construction of a two-line 720 pot aluminum smelter in the Eastern Province of Saudi Arabia. The aluminum smelter is part of a planned mineral based industrial complex/city which will include port facilities, a natural gas-fired power station, an alumina refinery, a phosphate plant and other downstream industries. The site is located within a new industrial precinct on the Arabian Gulf coast, 65 km northwest of the industrial city of Jubail (130 km by road), and approximately 200km north of Al Khobar..

Bechtel is the EPCM Consultant for the project which is scheduled for completion in late 2013.

Position Duties/Responsibilities:

General Job Description:
Working under minimal supervision, the Assistant Security Manager assists and coordinates the development and implementation of security criteria and programs of the Ras Al Khair project and jobsite security. The successful candidate will apply his specialized knowledge and expertise implementing security plans, programs, policies, and systems appropriate to the specific local threat situations and conditions.

The candidate will provide guidance and supervision to assigned security personnel and contractors; monitors security activities and the performance of security services. He will coordinate activities with appropriate Bechtel management and staff, public agencies, contractors and client representatives.

The candidate will act as security liaison with client, local authorities, armed and police forces.

Job Duties:
· Provides security services at the Ras Al Khair project site.
· Assists the Project Security Management in supervising the development, implementation, and conduction of security programs and activities so as to respond to security conditions and incidents, and minimize risk of personal, physical or financial harm to the jobsite.
· Maintains relationships with peers in appropriate law enforcement, security agencies and private sector counterparts
· Assists with the supervision of administration, operations, policy formulation and activities of a project’s security program to ensure compliance with governmental agency security regulations, including obtaining security clearances as required.
· Assists in supervising the coordination, development and implementation of policies, procedures and systems to maintain, measure, and enhance the overall security function within the project
· Will be acquainted with contract specifications for contract security services, actively supervising contractor activities to ensure that the required level of performance is achieved.
· Will be dedicated to the supervision of the badging process, access control activities, security personnel performance and physical security measures integrity status, relating with contractor, client and other project entities.
· Will conduct security awareness, education and orientation programs for project staff as required.
· Conducts security supervision to ensure compliance with security programs; identifies and reports discrepancies and informs Project Security Manager of the status of the security program and problem areas.
· In cooperation with Project Security Management, supports investigations of criminal acts and potential threats against Bechtel’s interests.
· Supervises specialized training for assigned security staff, as required.

Other Remarks/Qualifications :
Position Skills:
· Formal education or training in industrial security, criminal justice, industrial relations, or associated disciplines, and previous experience with law enforcement, public or private sector security organization.
· Current knowledge of industrial security principles, procedures, and equipment applicable to the physical protection of international construction activities,
· Recent and demonstrated practical experience in supervising security programs requiring the employment of recognized security measures, personnel, procedures and techniques.
· Skill in verbal and written communication with contractors, governmental representatives, and law enforcement agencies. Familiar with business, governmental and industrial security techniques and developments to include the application of local laws and regulatory measures pertinent to areas of responsibility. Proficient in both written and spoken English language.
· Past experience on construction projects in Saudi Arabia.

The successful candidate should have good communication skills in order to interface with locals and expatriates from various nationalities
